Oklahoma Bombing Investigation Committee Disputes Grand Jury Report

Charles Key's Oklahoma Bombing Investigation Committee, which pushed for
the Oklahoma County Grand Jury investigation into the 1995 bombing of
the Alfred P. Murrah building and conducted its own simultaneous
inquiry, finds fault with a number of claims in the jurors' final report
.
OKBIC noted in a statement about the grand jury's report that the
jurors' conclusions represent -- almost word for word -- a complete
rundown of the federal government's case against Terry Nichols and
Timothy McVeigh. Executive Director Cate McCauley noted the following
among other observations about the final report:

�John Doe #2. The committee acknowledged that sorting out the identity
of the illusive possible accomplice known as John Doe #2 was "one of the
most confusing aspects of this case" and expressed gratitude that the
grand jurors left open the possibility that such a person could exist.
OKBIC suggests, however, that jurors ignored an important possibility:
"What if there was more than one John Doe?

�Prior Knowledge. While being careful to clear up the misconception that
the committee believed a grand conspiracy existed that allowed
Oklahomans to die despite advanced warning about the bombing, OKBIC's
McCauley pointed out that the "state of heightened alert" at the federal
building on the day of the bombing has not been adequately explained.
"475 victims' families, including a bombing victims spokesperson who is
constantly criticizing us, think they have a case and want to file a
civil suit," McCauley noted. "We understand many bomb threats come into
law enforcement all the time: Some threats are taken more seriously than
others. We just want to know what specific warnings may relate to what
happened in Oklahoma City. That's not an unfair question."

�Elohim City. The committee agreed with grand jurors that an Elohim City
connection may not have been relevant to the bombing. Nevertheless,
McCauley questioned why Andres Strassmeir was never detained for
questioning about the incident.

�Telephone Calls. The committee -- which did not have the grand jury's
authority to track phone calls -- insists that questions remain about a
confirmed call to Walter Reed Army Hospital. "Our main concern remains
who on Earth would telephone this facility prior to the bombing and
inquire about 'triage for blast overpressure victims,'" McCauley noted.

�Rescue Workers Arrived Too Soon. The committee agreed with the jurors'
explanation of local law enforcement response and insisted in response
to accusations in the final report that the OKBIC had never tried to
"twist this into something evil."

�Unidentified Fingerprints. The committee complained that jurors'
conclusions in this area were "woefully short of a reasonable
explanation." In response to the grand jury's promise that the prints
will be matched "if future evidence warrants it," OKBIC stressed the
need for aggressive follow-up.

McCauley promised that the "more than one bomb" theory, which jurors'
rejected outright, would be addressed in the OKBIC's own upcoming final
report, which should be released by the end of next month.

He concluded that while jurors were not "part of some grand conspiracy,"
they likely did not read the trial transcripts and were the victims of
biased legal advice.

"I believe this is simply a case of good people trusting and relying on
their legal advisors," McCauley concluded. "We have nothing but the
greatest sympathy for anyone trying to make heads or tails out of this
case. The layers one has to dig through go very deep indeed. But . .
there are major differences between reporting, investigating, finding
the legal relevance necessary to take something into court and the whole
truth."
