 Canada Submits New Proposal on Iraq

   UNITED NATIONS, January 27 (Xinhua) -- Canada Wednesday
submitted to the United Nations Security Council a revised
proposal on how to move forward in addressing disarmament and
humanitarian issues concerning Iraq.
   According to the proposal, the Security Council would call for
the establishment of three panels, each under the chairmanship of
the current president of the council, Ambassador Celso Amorim of
Brazil.
   The proposal said that in an effort to maintain continuity, his
chairmanship would run beyond his current tenure as president of
the Security Council in order to complete this work.
   Canada suggested the first panel, on the disarmament issue,
would be comprised of commissioners from the United Nations
Special Commission, experts from the International Atomic Energy
Agency as well as the U.N. under-secretary-general for disarmament
affairs.
   It would assess the existing body of information relating to
the state of disarmament in Iraq and make recommendations to the
Security Council regarding the re-establishment of an effective
disarmament regime in Iraq.
   The second panel, on humanitarian issues, would be make up of
officials form the Office of the Iraq Program, the Secretariat of
the 661 Committee as well as the U.N. under-secretary-general for
humanitarian affairs.
   This panel would assess the current humanitarian situation in
Iraq and make recommendations to the Security Council regarding
measures it might take to improve the humanitarian situation in
Iraq.
   The third panel, on prisoners of war, Kuwaiti property and
archives, would consist of the executive director of the Office of
the Iraq Program and expert advisers from the International
Committee of the Red Cross.
   It would make an assessment of Iraqi compliance relating to
prisoners of war, Kuwaiti property, and Kuwaiti archives, as
stipulated by Security Council resolutions, and make
recommendations to the Security Council with regard to these
matters.
   The proposal said the chairman would maintain close liaison
with the secretary-general on all matters under consideration by
the panels. The chairman, in consultation with panel participants
and members of the Security Council, would adopt appropriate
working methods and plans of work, bearing in mind the urgent need
to re-establish Iraqi compliance with U.N. Security Council
resolutions.
   Robert Fowler, Canadian ambassador to the United  Nations, told
the press that it was still too early for the council to negotiate
the substance of the issue of Iraq, and the council was working to
narrow the differences between them and get to the position to
start the real talks on Iraq.  Enditem
