-Caveat Lector- Canadians to Expand Tainted Blood Lawsuit to U.S. Reuters 22-FEB-99 TORONTO (Reuters) - A group of Canadians infected with hepatitis C from blood they say was collected from Arkansas prisons will extend their case to the United States this week and possibly target U.S. President Bill Clinton in their lawsuit. The group of 400 Canadians filed a C$1 billion class-action claim against the Canadian government and two companies in late January and vowed at that time to expand their case south of the border. A spokesman for Hemophilia Ontario confirmed Monday that the group will now target the U.S. Food and Drug Administration, the state of Arkansas and possibly Clinton, a former Arkansas governor. The spokesman said the lawsuit will be made public on Wednesday at the National Press Club in Washington, D.C. The group's lawyer, David Harvey, told a Toronto press conference in January that about 1,000 Canadians were exposed to tainted blood which was collected in U.S. prisons and then exported to Canada in the 1980s. Harvey has questioned why plasma deemed not good enough for American citizens was exported north to Canada. The group is seeking compensation for about 1,000 Canadians infected with hepatitis C, a debilitating and often deadly liver disease, they allege came from tainted U.S. prison blood distributed in Canada between 1980 and 1985. They are also demanding an investigation into why blood collected in American prisons was allowed to be sold and distributed in Canada. Thousands of victims of tainted Canadian Red Cross blood staged angry protests in Canada's capital last year, forcing the government to agree to a C$1.1 billion compensation plan. The package does not cover those afflicted before 1986, however. Those involved in the present lawsuit said they received blood imported from U.S. prisons between 1980 and 1985 and are not eligible for any compensation.
