Lippman Washington Post Staff Writer Saturday, February 27, 1999; Page A17 China's human rights record "deteriorated sharply" in the second half of 1998 as the communist government cracked down on political dissent with show trials, harsh sentences, arbitrary arrests and torture of prisoners, the State Department said yesterday. At the same time, China took "strong and effective measures to combat the use and trafficking of narcotic drugs" and cooperated extensively with U.S. anti-drug efforts, the State Department reported. The assessments were contained in two annual worldwide surveys released yesterday, one on human rights around the globe and one on international efforts to combat drug production and narcotics traffic. Those reports, along with similar assessments on such issues as religious freedom and international terrorism, are part of a regular exercise in U.S. judgments that has been mandated by Congress but that increasingly irritates allies and foes alike.
