In a recent study to find out whether Florda needs to start up another
medical school to serve the health needs of Florida. a skewered study
found that it did and wants Gov. Jeb Bush and the Florida legislature
to come up with $75 million to set it up.
But the way the population was counted was a litle crooked. By
counting every Florida resident who is over 85 years old as one
resident representing 2.67 people and the slightly younger 65-and
-over residents as 2.05 people, the study indeed made a case for the
new school at Florida State University.

These figures raised Florida's population from 14.5 million to 17.5
million, according to an editorial in The Palm Beach Post from
3/11/99.  "This leads to the assumption that Florida needs between
3,379 and 14,395 more physicians.

Yet Palm Beach County and the county most to the north of it, Martin
County, already have 349 physicians per 100,000.  And this is a state
that the late Gov. Lawton Chiles noted had inadequate health care for
children here.  He helped start the Healthy Kids program in Florida,
whereby young students have access to doctors.

This issue will be discussed in the upcoming weeks as the Florida
legislature meets to discuss the new budget.

While Gov. Bush has demanded that this year's budget be "turkey-free".
he might want to reconsider the findings of the study mentioned above.

At any rate, the Miami Herald, in an article (p 6-B) of its 3/21/99
issue, stated that "the budget he (Bush) gets could test his
allegiances:  with an FSU medical school promoted by House Speaker
John Thrasher, his closest friend in the Legislature, and opposed by
Chancellor Adam Herbert, a friend who directed the governor's
transition team after his election in November."

Whatever other budget decisions are decided on by the Legislature,
Bush has line-item veto power over portions of it.
