They have built fortified structures on Mischief Reef inside the Philippine boundaries, and they have Chinese warships present. They will stage an attack by Philippine forces. That will give them a moral reason to stay in the Spratley, and they will probably do it this week while the US and the world is distracted by Yugoslavia. These islands are oil rich and are strategically located since one fourth of the world's shipping passes through this part of the South China Sea.
