The usual view in the States is that the problem is bribery and
corruption: If we could only get Mexican officials to be honest, the

can't
shut down ten percent of its economy, especially a country that
doesn't
have much of an economy. In short, he said, drugs are a crucial,
almost
legitimate part of Mexico's finances.

Not true.  Drugs won't go away because there are a large number of people who need a hobby.  A hobby is something that you can spend money on to make yourself feel good about things.  The expenditure  is a pretty good investment, because you feel good when you make the purchase, and you continue to feel good about the purchase you made.  Since we seem to have been breeding a large segment of the population that does not have the intelligence for a hobby, we are stuck with all these people who dare bored out of their skulls.  If drugs came free from the government, that would be all right; but they must be purchased at personal expense.  But where the hobby purchase continues to be of value, the drug purchase is gone and forgotten in a very short time.  Still drug use is of great value to the government.  It provides a source of income that no one can audit; it controls a huge segment of the population in one way or another; and it provides a way to keep the vote from a large number of minorities.  We couldn't get rid of drugs if we begged on our knees.  Prudy
