Subject: [U-S-A] Your Mexico Speech re U-S-A Undermining UN
Dear Prime Minister Chretien:
While in Mexico you said that a U-S-A invasion of Iraq would deal a
blow to the UN which will require years to heal. Indeed that is so;
particularly since it is clearly a VIOLATION OF INTERNATIONAL LAW.
According to the International Covenant on Economic, Social and Cultural
Rights (I,1-1) "All peoples have the right of self-determination". Since
everyone knows that the UN arms inspections are functioning with 100%
success to keep the peace and will continue to do so in the foreseeable
future, nothing else is needed except perhaps "saturating" Iraq with UN
as General Allaire recently suggested. What then motivates U-S-A?
Fair-minded jurists gauging U-S-A action against I, 1-1 above, would
conclude that it is REGIME CHANGE and even the UK now says that regime
change is not necessary. Thus U-S-A contempt for the peace process is
nothing less than contempt for the UN and particularly I, 1-1 of the
International Covenant. The only new resolution needed at the UN is one
which strengthens UN inspection/detection.
SATURATING IRAQ WITH UN IS THE NECESSARY AND SUFFICIENT CONDITION FOR
PEACE AND STABILITY.
A U-S-A invasion will heap contempt on the UN and trigger a host of
uncertainties which will quite possibly lead to global conflict and
terrorism; in the wording of General Scowcroft, "Armageddon" at worst. At
best what will ensue is uncertainty which is in effect playing Russian
Roulette with terrorism. There is absolutely no need for this recklessness
and irrespsonsibility. Iraq poses no "clear and present danger" to
Americans, Canadians or anyone else and the UN presence is 100% effective
in preventing future danger from weapons of mass destruction.
