U.S. Expands Clandestine Surveillance Operations
The number of secret searches approved by Ashcroft since the 9/11 attacks is triple those authorized in the previous 20 years. By Richard B. Schmitt, Times Staff Writer
WASHINGTON -- The Justice Department has stepped up use of a secretive process that enables the attorney general to personally authorize electronic surveillance and physical searches of suspected terrorists, spies and other national-security threats without immediate court oversight. Atty. Gen. John Ashcroft told the Senate Judiciary Committee on Tuesday he has authorized more than 170 such emergency searches since the Sept. 11 attacks -- more than triple the 47 emergency searches that have been authorized by other attorneys general in the last 20 years.

— War worries and concern about the economy have left U.S. President George W. Bush vulnerable, with new polling data showing that he would lose an election if it were held today. The survey — done by the Polling Institute at Connecticut's Quinnipiac University — found that 48 per cent of U.S. voters would side with an unspecified "Democratic party candidate" if they had to vote right now. Only 44 per cent would vote for Mr. Bush. ...Mr. Bush's personal approval rating remains slimly positive, with 53 per cent of respondents happy with the way he is acting as President. But only 44 per cent are satisfied with the state of the nation, compared with 54 per cent who are unhappy and 1 per cent who aren't sure what to think....The poll also shows that Mr. Bush has succeeded in positioning Iraq as the key threat to U.S. security. In an open-ended question, almost one-third of respondents listed relations with Baghdad as the most important problem facing the United States, with 27 per cent choosing the economy and unemployment and only 14 per cent listing terrorism and security. But Mr. Bush faces an uphill battle in convincing the U.S. public of the wisdom of going to war without United Nations backing. The Quinnipiac poll shows that while 57 per cent support military action to topple Iraqi President Saddam Hussein, 56 per cent also believe that war should wait for UN approval.

A criminal investigation is now under way into the deaths which have both been classified as homicides.
