Lawmaker seeks details of Halliburton's Iraq deal Wed March 26, 2003 08:07 PM ET WASHINGTON, March 26 (Reuters) - A lawmaker wrote to the U.S. military on Wednesday asking why it had awarded a government contract to extinguish oil well fires in Iraq to a subsidiary of Halliburton Co. HAL.N . In a letter to the U.S. Army Corps of Engineers, Rep. Henry Waxman, a California Democrat, sought details of the wartime contract, and inquired why the administration had not allowed other companies to bid on it. Halliburton, formerly headed by U.S. Vice President Dick Cheney, has a long history of involvement in military logistical support for the U.S. government. The company is the second-largest oilfield services firm in the world. A Halliburton subsidiary, Kellogg, Brown and Root, said on Monday that it had been awarded the contract to assess and extinguish oil well fires in Iraq. Waxman said that little was known about the contract, such as its cost or duration. He said it was apparently entered into on March 8 but not disclosed publicly until two weeks later. "I am writing to inquire why the administration entered into a contract potentially worth tens of millions of dollars or more with a subsidiary of Halliburton without any competition or even notice to Congress," Waxman wrote to Lt. Gen. Robert Flowers of the Army Corps of Engineers. "Why did the administration fail to provide an opportunity for other companies to bid on this contract?" Waxman asked for a reply from the Army by April 4. A spokeswoman for Halliburton, asked to comment on Waxman's letter, referred to a Monday press release by the company. It said KBR was selected for the award "based on the fact that KBR is the only contractor that could commence implementing the complex contingency plan on extremely short notice". KBR developed a contingency plan to battle oil fires in Iraq at the request of the U.S. Department of Defense last November. "This contract will be used for an interim period, until the U.S. Army Corps of Engineers procures additional contracts to provide a broad range of services required to support full execution of the contingency plan," added the press release posted on Halliburton's website. KBR has hired two subcontractors for the project. They are Houston-based Boots & Coots International Well Control Inc. WEL.A and Superior Energy Service Inc.'s SPN.N Wild Well Control Inc. Halliburton came under fire from another California Democrat in Congress on Wednesday, as Rep. Maxine Waters proposed legislation to "ensure that administration officials could not use the war with Iraq to obtain financial benefits for companies with which they have been affiliated." But her proposal, which she said was specifically aimed at Halliburton and Cheney, was rejected by the Republican-controlled House Financial Services Committee. Earlier this month, the Wall Street Journal reported that Halliburton's Kellogg Brown and Root also had been invited to bid on up to $900 million in contracts to repair Iraqi health services, ports and airports, schools and other educational institutions.
