This report suggests a plan afoot to potentially link the US dollar to water supply ? Warming the hearts, minds and stomachs of the Iraqi people here, this sounds like a token form of Pavlovian conditioning by association to me. Associating the 'foreigner' military uniform with (human) fuel, one test of this idea would be to see whether the vendors accept Euros as transactional currency.
