Deep in the Heart of New Mexico
The risk that a new twist in bare-knuckled partisanship could spread nationally is becoming ever clearer in the opéra bouffe in Texas over redrawing Congressional districts. Democratic lawmakers in Austin have been fleeing the Statehouse since spring, choosing exile in Oklahoma and New Mexico to deny the Republican majority a quorum in its attempt to gerrymander Democratic representatives out of their seats in Washington.
One of the key holdout Democrats has returned home from a monthlong exile in Albuquerque. He is searching for a flag of truce after the close of a second 30-day special session called by Texas's governor, Rick Perry. But no such truce seems likely amid speculation that Governor Perry may have the returned runaway dragooned by state troopers, then obstinately call still a third special session on behalf of the craving of Tom DeLay, the House majority leader in Washington, for more G.O.P. members.
As woeful as this is, the sanctuary being extended to the remaining 10 exiled Democrats by New Mexico's governor, Bill Richardson, has also drawn concern lately. Mr. Richardson cautions that he and other Democratic Statehouse leaders around the nation may be forced to try the same out-of-season redistricting tactic to protect political parity. This could make a national epidemic of the Texas virus and treat the public to serial displays of unbridled political self-preservation.
President Bush's political guru, Karl Rove, has made no secret of his determination to squeeze every edge out of the statehouses held by the G.O.P., even to the point of reopening the redistricting issue beyond the usual 10-year census limit.
A similar move was passed in Colorado as Rove lobbied to protect a marginal freshman Republican. As the Colorado Supreme Court takes up the issue, we urge that the remapping plan be struck down before this nasty political tactic spreads.
The more the G.O.P. persists in this, the more it hands the Democrats traction for their charge that Republicans are mischievously specializing — as in the California recall — in undoing normal elective processes.
