SAN JOSE, Calif. - (KRT) - The Santa Cruz City Council on Tuesday is expected to become the first lawmaking body in the nation to ask Congress to look into impeaching President Bush for misleading the public on the Iraq war and for trampling civil rights.
The measure to be considered Tuesday is a watered-down version of July's strident call for a council resolution in favor of impeaching Bush and other top members of his administration.
A year ago, Santa Cruz became the first city council in the country to oppose the war. More than 150 councils and boards of supervisors across the country subsequently passed similar resolutions.
A majority of Santa Cruz council members are hoping their all-but-certain action on Tuesday will spark a similar movement.
"You need to speak up when you see evil being done," said city Councilman Mike Rotkin.
"We have to know why the Bush administration lied to us about Iraq," Rotkin said, alluding to increasingly suspect administration assertions that Iraq had nuclear aspirations and was stockpiling weapons of mass destruction.
Three members of the seven-member council - Mayor Emily Reilly, Vice Mayor Scott Kennedy and Councilman Tim Fitzmaurice - have signed a draft of a letter from Reilly to members of the House Judiciary Committee asking them to determine if Bush engaged in any impeachable offenses.
Specifically, they ask if Bush violated congressionally ratified international treaties and the U.S. Constitution by invading and occupying Iraq.
Two other questions: "Did false or misleading information exaggerate the threat posed by Iraq and was this part of a conscious effort to mislead the American public? Did President Bush exploit the fear generated by the 9/11 terrorist attacks to erode or compromise our constitutionally guaranteed rights and liberties?"
On July 22, about 100 Santa Cruz activists packed the council chamber to urge that it pass a resolution asking Congress to impeach Bush, Vice President Dick Cheney, Secretary of State Colin Powell, Defense Secretary Donald Rumsfeld, Attorney General John Ashcroft and national security adviser Condoleezza Rice for their roles in going to war and creating the Patriot Act.
The anti-terrorism legislation, passed shortly after the Sept. 11 attacks, has been widely criticized by civil libertarians. Ashcroft, however, recently began a tour to defend the law, saying it has kept Americans safe.
Bush administration officials in late July apologized for allowing a discredited intelligence report on Iraq's nuclear ambitions into Bush's State of the Union address in January. Bush had cited a British intelligence report saying that Iraq was seeking to buy uranium ore from Niger to use in building nuclear weapons. But senior officials at both the CIA and National Security officials had previously concluded that the report was untrue.
Bush and top White House officials have vehemently denied misleading the public on the issue of weapons of mass destruction - something U.S. troops have still not found in Iraq.
"I'm interested in seeing what the Judiciary Committee's response will be to our letter," said Reilly. "There are tons of people in Washington who have been afraid to speak up about a lot of things because they're told they're not patriots."
