-Caveat Lector- an excerpt from: The Breaking of a President 1974 - The Nixon Connection Marvin Miller, Compiler Therapy Productions, Inc.�1975 LCCCN 7481547 --[2]-- THE MEYER LANSKY CONNECTION Meyer Lansky has the reputation of being the Chairman of the Board of the National Crime Syndicate. For more than twenty years, all the operations of organized crime seem to directly involve the name of this mysterious figure or his close associates. It is, therefore, very important for the central theme of this book to determine if there has been any relationship between Nixon and Lansky, if any such contact is part of a pattern, and if one or both sides of such a relationship have benefited thereby. It is not necessary, however, to prove that Nixon and Lansky have personally met to demonstrate a relationship between Lansky's crime expire and Nixon. Whatever the exact structure of the National Crime Syndicate, it is evidently a multi-billion dollar enterprise based on a minimum of many tens of thousands of transactions. It is, therefore, obvious that neither Lansky nor any other single individual could be personally involved in all the activity of organized crime. Lansky's situation, rather, is clearly analagous to that of the president of a large corporation where there is a chain of command reaching down to the smallest decisions and all the people in the chair are directly influenced by the policies set by top management in a relatively few, key crucial areas. And just as a Lansky has to delegate authority, so does the President of the United States. Furthermore, as shall be seen, the National Crime Syndicate is a secret, illegal organization about which little is known other than the fact that it exists. Government authorities have been able to determine only that there have been a series of national crime conferences setting up this organization and continuing its coordination. In major respects, the reports of the informers who have given law enforcement officials this information verify each other's observations. It is also proven that a subsequent pattern of activities is related to the reported decisions. But while government investigators know that a formal organized crime structure exists, the secrecy surrounding it is such that a non-member really doesn't even know its proper name. "National Crime Syndicate" is, perhaps, just a convenient name invented by journalists and/or policemen. High members of the organization deny its existence, although they are sometimes hard pressed to explain their presence at remote locations along with crime leaders from around the country. Low ranking members vaguely refer to a "Combineesh" or "Combination" or "Cosa Nostra" (Our Thing). Given this effective secrecy, the public is in the position of the blind men feeling different ends of the same elephant. The blind man touching the trunk reports a different animal than the one touching the leg but both can agree that something alive and very big is standing there. Through such a process of touching and speculating, law enforcement officials have been able to assemble lists of names of those suspected of being policy makers in organized crime, and their relative standing. Although such lists are often outdated by the time they are published, Lansky always has figured prominently. Now, of course, he is an elderly and ailing figure and it is really not known to what extent his leading position has already been taken over by his heirs-to-be, whom we can only speculate about since they are possibly men without a criminal record and therefore invisible to the eyes of law enforcement and the public. Later on some names of possible heirs to Lansky's authority will be given. NIXON AND LANSKY However, throughout the majority of Nixon's years in the public eye, Lansky has been one of the leading, if not the very top, figure in organized crime. Whether or not Nixon and Lansky have ever met face to face is not that important because enough is now known to state that their paths have crossed not once but many times. The latter chapters in this book containing the word "Connection" in their headings are devoted to specific cases where the worlds of Lansky and the President have touched, from dealings in Florida real estate to a situation where Nixon was guest of honor at the opening of a gambling casino in which Lansky was involved. And there is also other evidence that the relationship, far from being accidential, has a pattern of being mutually beneficial, with Nixon getting campaign and personal support from persons with organized crime contacts and, in turn the syndicate getting an otherwise unexplainable series of favors from the White House. These facts do not necessarily establish that Nixon has done anything illegal for which he can be prosecuted. Furthermore, some of the persons mentioned or whose photographs are shown in this book may not be criminals themselves; they may possibly have questionable associates or may simply be an innocent link in a chain of events appropriate for mention here. If the awareness that a purposeful relationship exists between the spheres of Nixon and Lansky subsequently leads to legal action after further investigation, so be it; at the very least, once it is appreciated how much effort organized crime is prepared to expend to control the political process, the public will be better prepared to question all the candidates, regardless of party, during upcoming elections. COVER-UP IN AMERICAN EDUCATION However, before getting into the Nixon-Lansky connections, it is first necessary to see how Lansky's National Crime Syndicate relates to the more publicized Mafia, how organized crime developed from unorganized crime and, above all, how the relations between criminals and politicians have drastically changed in the last hundred years. While this historical approach may appear to be the long way around to a consideration of Nixon, it is impossible to fully grasp what is happening in Washington, D.C. without this approach. To use a Watergate term, there has been a cover-up in American education. Just as the American school system has largely avoided any teaching about the way the great American fortunes were often built on a foundation of illegal and immoral dirty tricks, so the schools have studiously avoided teaching about the influence of criminals on politicians and vice versa. Only when a Watergate scandal erupts does the public get some hurry-up lessons about how special interests basically contribute to the campaign funds of politicians in hopes of directly profiting thereby. And now, only when the President is on the verge of being impeached and has himself raised the question of whether or not he is a crook, is it conceivable that the public may be ready to consider the concept that organized crime has become one of the most powerful special interest groups molding the U.S. government.
