Kucinich calls terror alert a government scare tactic Associated Press
CONTOOCOOK, N.H. - The Bush administration is using elevated terror alerts for political gain while confusing Americans and accomplishing little, Democratic presidential hopeful Dennis Kucinich said.
The Ohio congressman, campaigning at a library services company in central New Hampshire on Friday, said if administration officials have information about terror threats, they should act on it, instead of advertising the threat to scare Americans.
"Why didn't they just put extra security out?" he asked. "They are building up fear to become more powerful politically."
Kucinich is to begin airing TV ads in New Hampshire on Jan. 4.
"My whole campaign is to challenge this fear, this fear about the Patriot Act, the fear about Iraq," he said. "The fear of Iraq was not founded. They didn't attack us. They didn't have weapons of mass destruction."
Kucinich, who has complained in the debate about the media's focus on "horse race" tactics such as polling, compared his own campaign to that of a Depression-era long shot that became a public favorite.
"I think we are going to be the Seabiscuit of the 2004 race. We're moving into position in time for the stretch," he said.

Whenever you think the situation in the United States can't possibly get any worse, it does. Americans can't go on cancelling flights and guiding flights into the country with fighter planes. When they are exhausted from the 'strategy of terror' and stop overreacting is just when an opportunistic terrorist could decide to attack. A smart terrorist would prepare the groundwork for his attack by setting out fake hints of attack as a decoy, and only really attack when things have quieted down. One lesson Americans should be learning from all this is that they can't win the 'war on terror' - their only hope in the long run is to stop creating the injustice which creates terrorists. Perhaps the instilling of paranoia is the actual attack . . . the terrorists can cause as many problems through malicious and misleading 'chatter' as they can with real physical terrorism. A few comments on the recent airplane scares:
1. The French had to cancel flights to the United States due to the American fear that these flights would be used for terrorist attacks. Although there are conflicting reports that no names were involved, it appears that the Americans somehow identified names on the French passenger lists that matched, or were 'similar' to, names which they had gathered in some sort of surveillance operation (wiretaps or reading of e-mail), and they had heard that these particular flights had been targeted. The French authorities checked the names against the actual passengers, and the identities of the real passengers bearing the suspicious names were laughably far from being possible terrorists (of the six suspicious names, one was a 5-year-old child, and others included a prominent Egyptian scientist, an elderly Chinese woman and a Welsh insurance agent). The French are being quite polite about it, but they obviously feel the Americans are idiots.
2. The whole idea that terrorists would be using their real names and clear descriptions of what they were planning to do using unencrypted communications is ridiculous, especially in the wake of the massively increased surveillance after 9-11. If the American authorities think they are hearing anything suspicious it is either due to an overactive imagination or is a ruse by the terrorists to create panic or create a diversion. Even the 9-11 terrorists did their most delicate planning in face-to-face meetings in Spain and Las Vegas, and aliases and code words are easy to use.
3. It is possible that all of this folderol is in aid of the 'strategy of terror' which seems to be part of the Rove plan to get the Chimp reelected. Americans are remarkably skittish (there is possibly a form of justified guilt involved in this), and the thought may be that depicting the Bush Administration as the protector against the real threat from the big, bad terrorists may improve his chances at getting close enough to election again that his father's friends can reappoint him as King. What bothers me about this theory is that the timing appears to be all wrong. We are still too far from the next election for this terror to be still scary when the voters have to decide on a President, and I don't think either the American body politic or the American economy will be able to stand a constant diet of this nonsense until November. On the other hand, this fake terror threat could provide a fake context for a future real terrorist attack, one that could occur just before the Republican National Convention in September, and be used as the springboard by Bush into reelection.

It appears that the next fake terrorist attack on the United States will be by way of 'dirty bomb'. A 'dirty bomb' is a perfect instrument as it creates real terror but can be made to do minimal property damage, and the elevated cancer rates help the pharmaceutical industry for years. The framework is being set to prepare Americans to be very, very afraid, and ready for the protection of Bush come election time if Rove feels the voters need a little push. One source familiar with counterterrorism preparations said:

If they are not yet 'hyped', it certainly isn't the fault of the Bush Administration. We've seen the recent fake concerns over flights from France, Britain and Mexico, and more false alarms on flights in the United States. The Germans suspect (or here http://www.prisonplanet.com/010704ciafaked.html) that the CIA gave them a warning about a terror attack in Hamburg which the CIA knew to be false (in that case, the motive appears to be to force the Norwegians to arrest a man associated with the group falsely charged with planning the attack, but the pattern is that the Americans are now using fake terror warnings to achieve other goals). If Rove needs the votes, and the Republicans can't get sufficient paperless computer voting machines in place before the next election, Americans will see a terror attack by 'dirty bomb', probably in one of the cities of Las Vegas, Los Angeles, San Diego, San Francisco or Seattle, at a time, May or June, to set up the Republican National Convention with jingoist nonsense and the message that only Bush is tough enough to protect America, and the clear warning that the country cannot afford to shift horses in its time of crisis. The commandos who will set off the attack are laying the paper trail now to be associated with whatever group the neocons wish to attack next. I guarantee that suitable patsies will be picked up in a few days of the bombing, and the FBI will have bursting files on each of them connecting them with the next country on the neocon wish list (almost certainly one or more of Saudi Arabia, North Korea, Syria, Iran, Venezuela and Cuba). If Americans hadn't fallen for the obvious lies about September 11, and had demanded a real investigation of what really happened, they could have avoided this next fake terrorist attack, so in a sense it is a deserved attack. The saddest thing is that Americans are already falling for the new terror, and the real fear is starting to build to its Republican crescendo.
Note: The "dirty bomb" hype ignores the fact that the United States has used countless tons of "depleted uranium" dirty bombs in Iraq (1991, 2003), Afghanistan (2001 to the present), and former Yugoslavia (1999, supervised by General Wesley Clark).

General Tommy Franks (Bush's war criminal who led Iraq invasion) stated in November 2003 that the US will suspend the Constitution and impose martial law if there's another "terrorist" attack. Considering the mountains of evidence that 9/11 was an "inside job," it is plausible that the Bush regime will stage another phony incident as a pretext to suspend what remnants of democracy we still have. 911 disclosure is perhaps the most important antidote to this fear campaign and probably the only issue that can ensure "regime change" in 2004. George W. Bush was not joking when he stated, immediately after the Supreme Court sElection in 2000, "If this were a dictatorship, it would be a heck of a lot easier, just so long as I'm the dictator."

Orange Code Terror Alert based on Fabricated Intelligence by Michel Chossudovsky

On December 21st, the country was put on High Terror Alert by the Department of Homeland Security.
Based on "credible" intelligence sources, presumed Al-Qaeda and Taliban terrorists were planning to hijack an Air France plane and "crash it on US soil in a suicide terror strike similar to those carried out on September 11, 2001."
Air France Christmas flights out of Paris were grounded. F-16 fighters were patrolling the skies.
Following the investigation by the French authorities, the Al Qaeda terrorists turned out to be a five year old boy, an elderly Chinese lady and a Welsh insurance salesman.
A routine case of "mistaken identity" had contributed to breaking the Spirit of Christmas, across the Land.
Based on erroneous intelligence, an entire Nation had been brought under Orange Code terror alert.
Was it incompetence or was it deliberate? Either way, a public inquiry into the workings of the Homeland Security Department is long overdue.

It is now official: the stand down orders on Air France's Christmas flights from Paris to Los Angeles were based on fabricated information. The latter was used to justify Code Orange Alert during the Christmas holiday.
Prime Minister Raffarin had ordered the cancellation of the Christmas flights following pressures from Washington .
In fact Colin Powell had called up his French counterpart Minister Dominique de Villepin, who then communicated with Prime Minster Jean Pierre Raffarin.
But the whole thing turned out to be a hoax.
According to the official version of events, Washington had identified six members of Al Qaeda and the Taliban on the Air France passenger list:
"U.S. counter-terrorism officials said their investigation was focusing on the "informed belief" that about six men on Air France Flight 68, which arrives in Los Angeles daily at 4:05 p.m., may have been planning to hijack the jet and crash it near Los Angeles, or along the way.
That belief, according to one senior U.S. counter-terrorism official, was based on reliable and corroborated information from several sources. Some of the men had the same names as identified members of al-Qaida and the Taliban, a senior U.S. official said.
One of the men is a trained pilot with a commercial license, according to a senior U.S. official.
U.S. law-enforcement officials said the flights were canceled in response to the same intelligence that prompted the federal Department of Homeland Security last week to ratchet up the nation's terror-alert level to orange, the second-highest level.
Other U.S. law-enforcement officials said authorities at Charles de Gaulle Airport in Paris detained some of the 200 passengers and crew from Flight 68 for questioning. There were conflicting reports about whether any were arrested.
High-ranking U.S. government officials have held near round-the-clock meetings in recent days to sift through intelligence reports that suggest the possibility of terrorist activity in the United States this holiday week. U.S. officials, saying California is the location of highest concern, expressed fears over the use of a range of devices that included biological or chemical weapons, and a radiological or "dirty bomb."
U.S. officials, speaking on condition of anonymity, said investigators became interested in Flight 68 after intercepted "chatter" among suspected terrorists led U.S. intelligence to believe an attack might be imminent. The chatter included a specific reference to the flight, according to one federal law-enforcement source.

With that information, U.S. authorities contacted French intelligence about the possibility that suspected terrorists might be on the flight. They prevailed upon Air France to cancel Flight 68, as well as others bound for Los Angeles International Airport (LAX), because the original intelligence information warned of more than one flight being commandeered. Meanwhile, orange code terror alert stories had been fed into the news chain.
The Washington Post reported on Christmas day that there "may have been a plot to hijack an Air France plane and crash land it in Vegas."
Other media confirmed that "the reports gathered by American agencies were 'very, very precise'" Meanwhile Fox News pointed to the possibility that al Qaeda was "trying to plant disinformation, among other things to cost us money, to throw people into panic and perhaps to probe our defenses to see how we respond?" "Mistaken Identity"
Needless to say these fabricated media reports served to create an atmosphere of fear and intimidation during the Christmas holiday. Los Angeles International airport was on "maximum deployment" with counter-terrorism and FBI officials working around the clock.
Yet following the French investigation, it turned out that the terror alert was a hoax. The information was not "very very precise" as claimed by Us intelligence.
The six Al Qaeda men turned out to be a five year old boy, whose name had been mistaken for an alleged Tunisian terrorist, an elderly Chinese lady who used to run a restaurant in Paris, a Welsh insurance salesman and three French nationals. (Le Monde and RTBF TV, 2 January 2004)
On January 2nd, the French government confirmed that the intelligence communicated by Washington was erroneous. The French authorities declared there "was not a trace of Al Qaeda among the passengers."
But in fact these "inconsistencies" regarding US intelligence had already been uncovered on the 23d of December by France's antiterrorist services, which had politely refuted the so-called "credible sources" emanating out of the US intelligence apparatus.
France's counter-terrorism experts were extremely "sceptical" of their US counterparts:
"we [French police investigators] showed [on 23 December] that their arguments simply did not make sense, but despite this the flights were cancelled... The main suspect [a Tunisian hijacker] turned out to be a child". (quoted in the Le Monde, 3 January 2003).
We really had the feeling of unfriendly treatment [by US officials] (ils nous appliquent un traitement d'infamie). The information was not transmitted through normal channels. It wasn't the FBI or the CIA which contacted us, everything went through diplomatic channels..." (Ibid)
In the words of another French investigator:
"how is possible that in such sensitive areas of intelligence, the Americans were mistaken in relation to the identity of a relatively large number of names [of passengers] (quoted in Liberation, 3 January 2003)
In subsequent developments, British Airways cancelled one of its January 2 flights from London to Washington, based on "credible"
US and British intelligence information. This followed the escorting of British Airways Flight BA 223, on New Year's day into Dulles airport by USAF F16 fighter jets. Flight 223 was seized by the FBI when it landed in Dulles airport.
Meanwhile, the office of the Mexican president, issued a communiqu� to the effect that "US intelligence that led to the aborting of two of their [AeroMexico] services was 'unconvincing'."
Was it Incompetence?
The decision to cancel the six Air France flights was taken after 2 days of negotiations between French and American officials.
Had the information been "credible", Air France would have immediately taken the initiative to cancel its flights, without further ado. But that is not what happened.
The flights were cancelled on the orders of the French Prime minister following consultations with Sec. Colin Powell. This decision was taken following the completion of the French investigation, which demonstrated unequivocally that the US information regarding the terror suspects on the passenger lists was inconsistent.
Despite the fact that the information had been refuted, Homeland Security Secretary Tom Ridge insisted on maintaining the stand-down order. If Air France had not complied, it would have been prevented from using US air space, namely banned from flying to the US.
Needless to say, had the flights not been cancelled, the Administration's justification for Orange Code Alert would no longer hold.
In other words, Homeland Security needed to sustain the lie over the entire Christmas holiday, despite the fact that "its very very precise information" had been refuted by French investigators.
It was only on January 2nd, that the US authorities admitted that they were in error, claiming that it was a unavoidable case of "mistaken identity." While tacitly acknowledging their error, Homeland Security insisted that "the cancellations were based on solid information."
Meanwhile, a routine case of "mistaken identity" had contributed to breaking the Spirit of Christmas, across the Land.
