One of the alternative measures shows that if both involuntary part-timers and discouraged workers [whose unemployment benefits have run out] were added to the unemployment rate as [by its own rules, it's supposed to be] measured, the rate for November 2003 would stand at 9.5% of the labor force, instead of the official 5.9 percent."

In other words, even during the "recession," there was a higher rate of employment (with superior benefits)
in Canada, England, Australia, Japan, Scandinavia and Holland, than could be found in the United States.
