Answer to question #1 is FBI deputy director O'Neill. #2 is trickier: Offhand, I know of no federal agency housed in the WTC whose workers didn't show up on 9-11, but:
"The largest tenant of the North Tower was the FBI, occupying levels 64-76.. (The North Tower accounts for most of the casualties from the WTC attack.) [But] only 2 FBI deaths are acknowledged in the victim list -- one of them being former FBI chief John O'Neill who had recently been appointed WTC head of security."
And there is plenty of evidence that dozens or more employees of private ISRAELI corporations in the WTC were not at work that day (because they had advance warning?) (On the other hand, lots of NON-Israeli Jews did show up -- and died.) There is a still-unsubstantiated claim that a FEMA disaster team arrived in New York the day before 9-11. Apparently, FEMA refused to allow bomb investigators into the Twin Towers site until after they had signed a document agreeing not to accuse or bring legal charges against FEMA or the federal government ...

In a recently published book, Bin Laden, la Verite Interdite (âBin Laden, the Forbidden Truthâ), the authors, Jean-Charles Brisard and Guillaume Dasquie, reveal that the FBIâs deputy director John OâNeill resigned in July [2001] to protest official obstruction of his investigation of terrorism. OâNeill had been in charge of national security in New York.
While with the FBI, OâNeill led an investigation of Osama bin Laden and had forecast the possibility of an organized attack by terrorists operating from within the country. OâNeill had investigated the USS Cole bombing in Yemen, the bombings of U.S. embassies in Kenya and Tanzania and the 1993 World Trade Center bombing. In 1995, FBI agents working under OâNeill captured Ramzi Yousef, a suspected lieutenant of bin Laden, who was among those convicted for the World Trade Center bombing.
OâNeill was considered a top-notch investigator and was known for his pugnacity. He was barred by U.S. Ambassador to Yemen Barbara Bodine from that country. That dispute reportedly involved a struggle between the State Department, which sought to preserve relations with Yemen, and the FBI, represented by OâNeill, who wanted access to Yemeni suspects.
OâNeill, 49, was hired as chief of security at the World Trade Center following a 25-year career with the FBI and died Sept. 11, the first day of his new job. OâNeill reportedly died after reentering the building to assist others.
Brisard said OâNeill told them that âthe main obstacles to investigating Islamic terrorism were U.S. oil interests and the role played by Saudi Arabia in it.â

Tom Kenney, a member of the Federal Emergency Management Agency (FEMA) "National Urban Search and Rescue Team," interviewed on national TV by CBS News anchor Dan Rather:
According to Kenney, FEMA sent the Urban Search and Rescue Team to New York City the night before the attacks occurred!
Mr. Kenney, "We're currently one of the first teams deployed to support the City of New York in this disaster. We arrived late Monday night [Sept 10] and went right into action on Tuesday morning" [Sept 11]

According to CNN, no Israelis were killed in the World Trade Center, even though the September 12 Jerusalem Post reported that the Israeli embassy in the U.S. received more than 4,000 calls from worried Israeli families.
More disturbing was the FBI investigation of Odigo, an instant messaging company based in Jerusalem, whose workers received warning of the attacks two hours before impact!
Zim Israel Navigational, The ninth largest shipping company in the world, run by the Israeli government, moved out of the World Trade Center one week before the attack, with its roughly 200 workers.

A Jewish Real Estate Magnate won a coveted 99 year lease on the World Trade Center from the Port Authority of New York and New Jersey less than two months before they were leveled to the ground by terrorists.
Larry Silverstein is a wheeler and dealer of downtown New York skyscrapers and owns a large real estate portfolio including 1 World Trade Center and the infamous "Runway 69" Queens dance club that has been tied to the heroin trade, money laundering and New York Police corruption.
Silverstein, past president of the United Jewish Appeal in New York, received a very sweet deal for the World Trade Center from the Port Authority of New York and New Jersey. He received the 99 year lease, worth $8 billion, for a mere $3.2 billion.
Silverstein has immense influence over politicians and government bureaucrats and this has helped him and his friends take control of coveted real estate in Manhattan.
It is estimated that about 5,000 workers died when the city's tallest structures collapsed after being hit by two passenger jet airlines commandeered by terrorists.
Four employees of Silverstein's own company who worked in the firm's management office on the 88th floor of the tower known as 1 World Trade Center still have not been accounted for.
Silverstein wants to start rebuilding the structures, according to Steve Solomon, his spokesman.

In July 1993, Harry P. Miller, a Vietnam veteran, filed a complaint in a federal district court of New York against Larry Silverstein, the owner of "Runway 69," a Queens dance club, that included as defendants President Clinton and Colin Powell.
The allegations of Miller's complaint were that the named defendants committed or aided others in committing illegal acts, including assassinations, over a twenty-five year period, beginning amidst the Vietnam War, in furtherance of a conspiracy to distribute Laotian heroin.
He asserted that the defendants were engaged in heroin trafficking and that "Goldfingers International," a business that supplies nude dancers to clubs, was laundering the proceeds of the conspiracy through "Runway 69."
Miller alleged that the proceeds were used for such purposes as covering up "political scandals" and buying the "cooperation" of the NYPD.
In April 1993, Miller commenced his action in state court. The action was subsequently removed to the district court and in July 1993, Miller filed an amended complaint, which incorporates his first complaint.
Based on his allegations, Miller asked for $49 million in damages as well as a myriad of court orders, such as one providing that "no President or officer of the United States of America has ever been authorized to order the death of any person without due process of war or law" and that "no executive order of the President can provide due process for assassinations."
In January 1994, all of the defendants moved to dismiss Miller's complaint. In a 28-page order, the court granted each of the defendants' motions and dismissed all of Miller's claims pursuant to Fed.R.Civ.P. 12(b)
However, Miller appealed to the United States Court of Appeals, Second Circuit. On September 9, 1997 in case No. 96-6303 Judge Edward R. Korman, United States District Judge for the Eastern District of New York affirmed the lower court's decision and the entire case was buried.
The case was never reported in the mainstream media and a host of questions still remain unanswered.

Despite the fact that the horrible events of Sept. 11 occurred in broad daylight and were widely photographed, significant aspects of the attacks have been completely suppressed by a media blackout.

A massive explosion, witnessed by millions of television viewers on CNN, evidently devastated World Trade Center 6, the eight-story U.S. Customs building, although no national newspaper, other than American Free Press, has written a word about it.
Before the smoke had cleared from around the stricken South Tower, a mysterious explosion shot 550 feet into the air above the U.S. Customs House at WTC 6.
The unexplained blast occurred between the burning North Tower and the 47-story Salomon Brothers Building, known as WTC 7, immediately after United Airlines Flight 175 smashed into the South Tower, at about 9:03 a.m.
The explosion at WTC 6 was shown afterward on CNN. But because it was not
broadcast as it happened there has been some confusion about when it actually occurred.
The large amount of smoke seen cascading around the South Tower in the video led some observers to mistake the blast for a dust cloud from the subsequent collapse of the tower.
TIMING CONFIRMED
American Free Press contacted CNN to determine exactly when the footage was
filmed.
CNNâs Public Affairs Department confirmed that the explosion shown in the footage occurred immediately after the second plane had crashed into the South Tower. When asked if the footage was taken at 9:04 a.m., the CNN archivist said âthatâs correct.â
When asked if CNN could offer any explanation about what might have caused the blast that soared higher than the 47-story WTC 7 in the foreground, the archivist said: âWe canât figure it out.â
The affected space between WTC 7 and the North Tower was occupied by the Customs House building, also known as WTC 6. The building housed the offices of 760 employees of the Customs Service, a part of Treasury. Other federal agencies had offices in the building, including the Departments of Commerce, Agriculture, Labor, and the Bureau of Alcohol Tobacco and Firearms. They did not return calls to AFP about the matter.
A spokesman for the Export-Import Bank of the United States, which had an office with four employees on the sixth floor of the Customs House, confirmed the time of the explosion and told AFP that the employees had survived and been relocated. One private company, Eastco Building Services, Inc., reportedly leased space in the building.
Some 800 workers from WTC 6 were safely evacuated within 12 minutes of the first plane hitting the North Tower at about 8:46 a.m., according to a Sept. 18 Washington Post article by Stephen Barr.
The Barr piece is the only known article published about WTC 6. However, Barr failed to mention the explosion that apparently devastated the building just minutes after the workers had escaped with their lives.
AVOIDING THE SUBJECT
Although the Customs House apparently exploded at 9:04 a.m., the government-sponsored investigation was steered away from looking into what had actually happened.
The Federal Emergency Management Agency funded an investigation by the American Society of Civil Engineers. However, investigators were reportedly blocked from the building by an order from the New York Cityâs Department of Design and Construction .
Kenneth Holden is commissioner of the DDC, having been appointed by the former mayor, Rudolph Giuliani on Dec. 7, 1999.
Regarding the investigation of WTC 4, 5, and 6, FEMAâs âBuilding Performanceâ report says, âWTC 5 was the only building accessible for observation.â But, it adds, âthe observations, findings, and recommendations are assumed to be applicable to all three buildings.â
A spokesman for FEMA told AFP that because the building was considered by DDC to be âvery dangerous,â there was âno data collectionâ from WTC 6.
Dr. Gene Corley, one of the engineers who led the investigation, told AFP that concerns about loose gold bullion and cash prevented investigators from entering WTC 4.
The FEMA report says, âThe buildings [4,5,6] responded as expected to the impact loadings.â Although the report says, âmost of the central part of WTC 6 suffered collapse on all floors,â it adds, âdamage was consistent with the observed impact load.â
The Customs House had a huge crater in its center.
Corley told AFP that he had not seen the CNN photos before and called them
âinteresting.â
Corley, like other experts, thought the damage at WTC 6 was caused by the collapse of the North Tower. However, not one of the experts could recall seeing the CNN footage before.
A spokesman for the Customs Service told AFP, âIt did not blow up. When the tower collapsed it caved in.â
Corley said he had not seen the photos of the extremely high-speed missile-like object seen streaking toward WTC 6 from behind the North Tower as the second plane hit the South Tower.
He noted that parts of the planeâs landing gear and an engine passed through the South Tower, and landed several blocks away.
These objects, however, had a distinctly different trajectory from the streaking missile-like object. Another investigator, Jonathan Barnett, told AFP, âThe debris from Tower 2 hit Building 5, not 6.â
