The idea is that people need so much money or equivalency in goods and services to stay alive and in satisfactory health. When MHR removes tens of thousands from welfare rolls, they still have these basic needs as long as they are alive. When the MHR professional researchers cannot account for 2/3 of these people, we ask where they are and what they are doing? And especially: HOW MANY HAVE MET WITH FOUL PLAY (category 7)? The $700 figure is given as an estimate of the cost of barest necessities of life for one of these missing persons per month.
