SAY NO to the United Nations Convention

    The United Nations Convention on the Law of the Sea lays down a
comprehensive regime of law and order on the world's oceans and seas
establishing rules governing all uses of the oceans and their resources.

1.) OPPOSE RATIFICATION of the United Nations (UN) Convention on the law
of the sea.!
REcommendation: Contact your two senators immediately in opposition to
ratification of this dangerous UN convention. Let them know that you
strongly oppose Senate endorsement for the UN's power grab over the
world's oceans and seas. Recommend that they support a bill like H.R. 1146
to Get US out of the United Nations, instead of approving a treaty to give
the  Un even more authority over the United States (US) Just the military
implications of UN control of the oceans and seas are mind-boggling!
Status: This UN Convention was opend for signatures in 1982 and went into
effect in 1994 after 60 countries had ratified it. Since the U.S. objected
to the Convention's method of regulating seabed mining, the UN modified it
in 1994. LAte that year President Clinton transmitted the modified version
to the Senate with an emphatic recommendation  for ratification. However,
Senator Jesse Helms blocked the Convention in Committee with the result
that it never went to the full Senate for a vote.
    On February 25, 2004, Senator Richard Lugar (R-IND), Chairman of the
Senate Foreign Relations Committee, with a the approval of the Bush
adminstration, obtained to the full Senate where a majority of two-thirds
would be required for ratification.According to a report from UPI for
February 25, ratification "is expected to occur without much controversy."
On March 5, and e-mail alert to oppose ratification was sent to the JBS
and GET US OUT alert lists. Then some good news. Senator James Inhofe
(R-Okla) threw sand in the gears of this UN power grab.by scheduling a
hearing on March 23 by his Senate Committee of Environment and Public
Works. We hope that this hearing will include convincing testimony against
ratification. Better yet, the hearing should buy time for our members and
and allies to create sufficient opposition in the Senate to block
ratification. Remember we only need 34 "no" votes to win.

2.) Oppose Amnesty for Illegal Immigrants in Agricultural Jobs!
RECOMMENDATION: Contact your representative and Senators in forceful
opposition to a major amnesty bill, the Agricultural Job Opportunity,
Benefits, and Security act of 2003 (HR 3142 and S. 1645). This deceptively
named bill would "provide for the adjustment of status of certain foreign
agricultural workers." Translated, this bill would legalize the status of
illegal immigrants who have been serving as agricultural workers. Tell
your representative and senators that you are opposed to all amnesty
legislation. period.
STATUS: Representative Chris Cannon (R-Utah) and Senator Larry Craig
(R-Idaho) introduced this bill in the House and Senate respectively, on
September 23rd. The House version has 94 cosponsors; the Senate version
has 53. Although the House schedule is unknown, the Senate might consider
the bill as early as late March.

3.) STOP THE Free Trade area of the Americas(FTAA)
RECOMMENDATION: Send More letters. See "Avoid the European Union (EU)
trap! under pending legislation in the MArch Bulletin.
STATUS: According to THE HILL for March 3, "Widening divisions among
Democrats on trade issues have caused House Republican leaders to abandon
efforts to enact a Central American Free Trade Agreement (CAFTA)  this
year." Although election year political posturing has certainly helped
delay consideration of CAFTA by Congress, Birchers deserve some of the
credit for undermining support for the aggreement. Even though action on
CAFTA may well be deferred until early 2005, we cannot afford to let up on
opposition to the FTAA. We will expect transmittal of an FTAA agreement to
congress in early 2005. Less controversial "free trade" agreements have
been completed with Australia and Morocco. One or both will probably be
sent to Congress in 2004.
