Franks Is Knighted, to Some Brickbats

By THE NEW YORK TIMES

LONDON, May 25 The history of creating British lords and ladies has been full of surprises, but the decision to award an honorary knighthood just now to the top American commander during the Iraq war is causing some ripples along the Thames.

More than a year after the now retired Gen. Tommy Franks unleashed "shock and awe" and sent the Third Infantry Division flying across the Iraqi desert, some eyebrows in Parliament were raised when Defense Secretary Geoff Hoon announced that he would confer the title of honorary knight commander of the Order of the British Empire on the general.

The ceremony, which was private, took place Tuesday.

"General Franks has been a sterling friend" in a period "of extreme turbulence in world affairs," a spokesman for Mr. Hoon told Reuters. "This award is to recognize his exceptional and inspirational leadership of British forces during operations both in Afghanistan and Iraq."

But several members of Parliament expressed doubts about the wisdom of passing out awards when Iraq is still in crisis.

"This is not a time to be honoring American military figures when we are being confronted almost daily with the most sickening images of abuse of Iraqis," said Alice Mahon, a leading critic of the war, in remarks to The Daily Mirror.
