-Caveat Lector-

Dear Kris Millegan:

With John Ashcroft warning that teams of Al Qaeda operatives are
already in the U.S. and plotting attacks for this summer, the federal
government is spending its resources hunting down and deporting people
who smoked a single marijuana cigarette 10 years ago.

One target is Fidencio Resendiz, who came here 20 years ago from
Mexico to work in construction and raise his family. Ten years ago,
when he was 23, he got caught with a single marijuana cigarette. It
was his first and only arrest. But now, a decade later, the U.S.
Department of Homeland Security is trying to deport him. Please see
http://www.mpp.org/USA/news_7477.html for the story.

Technically, Fidencio doesn't even have a record in Missouri, the
state where he was arrested. He pleaded guilty to a misdemeanor
marijuana possession charge and received a suspended sentence. After a
year, his record was expunged by the state -- so Missouri considers
him never to have been convicted at all.

But that makes no difference to the federal government. In the post-9/11
immigration crackdown, first-time offenders in low-level marijuana
cases are being targeted for removal from the country ... even as the
federal government admits that actual terrorists are succeeding at
getting into the country.

With the help of our 15,000 dues-paying members, the Marijuana Policy
Project is fighting to restore sanity to marijuana policy and rein in
an out-of-control federal government.

According to MPP's records, you have not yet made a financial donation
to MPP (or the tax-deductible MPP Foundation) in 2004. Would you
please consider visiting http://www.mpp.org/donate0947 to donate $10
or more today?

In the widely acknowledged absence of a policy to protect the country
from terrorists, the federal government is instead focusing its
resources on deporting long-time foreign residents who pose no
national security threat to anyone ... but who happen to have violated
our marijuana laws (along with 95 to 100 million other American
residents who have used marijuana illegally).

White House Drug Czar John Walters has even said that the United
States might need to crack down on border traffic between Canada and
the U.S. if Canada were to decriminalize marijuana. This means that
marijuana -- not terrorism -- would be what causes the U.S. to get
serious about securing our northern border.

MPP's staff is hard at work -- in Congress, in the state legislatures,
and in the media -- to educate the public and lawmakers about the need
to end harmful marijuana policies like these ... but we need financial
assistance from people like you to help fund our work. Would you
please cast a vote for reform and visit http://www.mpp.org/donate0947
to help fund MPP's efforts to end the government's war on marijuana
users? Thank you in advance for whatever you can give.

Sincerely,

Rob Kampia
Executive Director
Marijuana Policy Project
Washington, D.C.
