governance
The June 28/04 cover story of USA Today pertains to the use of health destruction for
the accomplishing of institutional objectives. The institution in question is the
military prison. The inspector general and criminal division of the US Army are
investigating the deaths of Iraqi prisoners from extremes of heat and cold (usually
cold and cold in combination with wet conditions). The story tells us the cause of
death may be attributed to "natural" conditions, eg the "natural" conditions of
exposure-related death among the homeless in Canada. If military personnel are found
to be "deliberately or negligently" responsible, there will be homicide charges.
The Martin-Campbell Government in Canada deliberately uses health destruction every
day for the achievement of institutional objectives in BC. Just go to

Is this paradigm being test run in BC, Canada, as a model for world governance over
civilian populations? Does it originate states-side?
There are only so many Bin Ladens to go around. When the supply has been exhausted and

will civilian populations of the nations be kept in line?
