COMMENT: Sneaky Rider.

Dear A-Letter Reader:

There is a proposed bill floating around the US Congress, HR 3179, the
'Anti-Terrorism Intelligence Tools Improvement Act' and you need to
know more about it. It appears congressional leaders don't want you to
know much about this unneeded monstrosity -- and when you understand
it, you'll realize why they're hiding it.

This legislation would, if enacted into law, greatly expand the federal
police powers already granted under the PATRIOT Act. Unlike most
important bills, this one has had only cursory hearings. And not only
would it further curtail basic American constitutional rights, but some
provisions seriously, and without reason, threaten financial privacy.

One of its most troubling provisions involves new powers for FBI
searches ordered under what is called 'National Security Letters'.
These are to be issued by FBI agents without court review and can
demand access to individual or business records even without showing
any individual suspicion of crime. Unlike a subpoena, these FBI letters
can't be challenged in court. This bill would make it a crime to notify
the subject of the search or to reveal the fact to anyone, even to a
congressional committee. In other words, there would be no oversight 
and no appeal. Taken together with PATRIOT Act powers for secret 
searches of homes and offices, the Security Letters are a wide open 
hunting license.

The government long ago abandoned the fiction that this is needed to
fight 'terrorism.' These laws are being used to fight any sort of
alleged crime the government decides to target without 4th Amendment 
restraints.

Some US congressional 'leaders' have been trying to sneak this kind of
attack on freedom through the backdoor. Realizing the groundswell of
opposition to the PATRIOT Act and its expansion, they're trying to tag
such proposals onto other bills as unnoticed riders. Washington needs to
hear the voices of citizens who oppose both terrorism and unnecessary
sacrifice of our liberty.

That's the way that it looks from here.
