Mysterious blood infection

During a 1970 trip to Washington from his home in London, Goss collapsed in his hotel room, suffering from a mysterious blood infection that affected his heart and kidneys. Goss cannot explain the sudden illness but is convinced he wasn't poisoned.

He was so weak during his recovery that the CIA refused to send him back into the field, so he retired.

Nominated to head the CIA, GOP congressman keeps details about spy past close to the vest
By Ted Bridis
THE ASSOCIATED PRESS

WASHINGTON - The Republican congressman selected by President Bush to run the CIA worked as an agency officer overseeing spies in Central America and Western Europe during the 1960s until a mysterious infection forced his retirement from the cloak-and-dagger world.

Three decades later, the White House wants Rep. Porter J. Goss of Florida, who was chairman of the House panel that oversees CIA operations, to become the top U.S. espionage chief amid plans to overhaul America's intelligence community.

Goss, who previously said he planned to leave Congress after 16 years, introduced legislation this summer that would broaden the CIA director's authority over an estimated $40 billion in espionage spending and give the director greater control over all U.S. spy operations.

Goss had been expected to preside at a Wednesday oversight hearing on intelligence overhaul proposals, but he told the House speaker in a letter that he would immediately relinquish his position as chairman pending Senate confirmation.

Close-mouthed about past

Goss, 65, a multimillionaire who rose in local and then national politics after his recovery from illness, has never disclosed details of his CIA employment from roughly 1960 to 1971 except to reveal that he worked in Haiti, the Dominican Republic and Mexico - all tumultuous countries during that decade of the Cold War.

The United States invaded the Dominican Republic in 1965, Haiti at the time was under the rule of the tyrannical Franois "Papa Doc" Duvalier, and the Soviets and Cubans were active in Mexico.

Goss was transferred to Europe toward the end of his career.

The CIA on Tuesday steered questions about his activities to Goss, who wasn't talking with reporters. When Goss first entered politics, he had to obtain special permission to reveal he had ever been associated with the CIA.

Goss, who speaks Spanish and French, started with the CIA in Miami about the time of the Cuban missile crisis.

The CIA recruited him during his junior year at Yale, where he completed his bachelor's degree in ancient Greek in 1960.

During a 2002 interview with The Washington Post, Goss joked that he performed photo interpretation and "small-boat handling," which led to "some very interesting moments in the Florida Straits." He acknowledged he had recruited and run foreign agents and said he would be uncomfortable traveling to Cuba but wouldn't say more.

Goss, who is married with four grown children, moved to southwest Florida in 1971 to recuperate among a small enclave of former espionage officers. There he founded the Island Reporter newspaper with two other ex-spy partners and participated in other lucrative business ventures. He served in local politics - becoming Sanibel Island's first mayor in 1974 - and won his seat in Congress in 1988. He became chairman of the Intelligence Committee in 1997.

If confirmed by the Senate, Goss would become only the second CIA director to have served in Congress: The president's father, who served in the House from 1967 to 1971, was CIA director under President Gerald R. Ford from November 1975 until January 1977.
