Do your governments make a daily practice of threatening TORTURE-LEADING-TO-DEATH as per the earlier post in reply to Mr. Ingram on Ingram-L? Why not just give us an expert reply from MHR?   They threaten severence of services essential for health and life, ie food/clothing/shelter. That is irrefutable. If these threats were time-limited punishments for "non-compliance" (with bureaucratic dictates) the victims would in many cases just take the punishment and return to their normal lives. IF THEY ARE NOT TIME LIMITED THESE TORTUROUS PUNISHMENTS WILL LEAD TO DEATH (UNLESS THERE IS A REPRIEVE).   Cancel the torture-leading-to-death feature and the whole regimen collapses.
