This week in Washington has been a good one for that exercise. First, the Congressional Budget Office has released the projections for the public deficit. This shows at least a $440 billion short-fall between expenditure and income. Over the next ten years this deficit, now structural and permanent, will cause $2.3 trillion in added federal debt. This added to formidable existing levels. Second, with the Bush regime somewhat weakened by funding and spy scandals (more on this juicy tidbit in another paragraph), the Pentagon's permanent military bureaucracy have struck back. Friday the military procurement officials announced that vice president Dick Cheney's Halliburton Corporation will lose its special no-bid status in the provisioning and supply of the forces in Iraq and Afghanistan. All future contracts must go through the competitive bidding process. Revealingly the spokesperson for the military said that now that the Iraq mission is projected to require years (!) of occupation it should be possible to make projections and accurate estimates of costs. Funding in the Democratic Party is also quite revealing. In 2000 at least US$20 million was used for voter mobilization and in other advertising aimed at the African-American population. This is always between 20-50% of the Democratic vote in any given US state. Very significantly the similarly targeted funding in this election will be only $2.5 million. African-Americans are the most stoutly progressive element in the US electorate. They are also about 60% anti-war. The Kerry campaign would rather lose this election than to be seen in Anglo-America as overly favoring the Black community. Certainly presidential candidate John Kerry has clearly shown that he wants nothing to do with any other groups in fundamental opposition to the war policies of the present regime. Then over the last few weeks there have been successive appearances by the sainted Alan Greenspan, chairman of the US Federal Reserve (our central bank). This man is regarded as the financial guru, the great prophet of corporate globalization and neo-liberalism. He is nearly an icon in the government. Every time he has been seen in public lately he has beaten the drums for the dismantling of the Social Security System. In the USA Social Security funds a pittance of a pension (about $1,500/month maximum, with few getting this amount) and pays for a very minimal level of medical service for persons over 65 years of age. The system is financed by a payroll tax of about 7% of wages up to about $86,000 per annum. Income above this amount is NOT taxed (!). This tax is matched by an equivalent sum contributed by one's employer. Thus some 14-15% of each worker's lifetime earnings are collected and supposedly held in reserve by government for use in this pensioning. Only one problem: For years, decades even, the regime has used these funds for its various military and subversive little projects. When money is used by the National Endowment for Democracy in your country, against your President, this is where it comes from. Furthermore the Income Tax has been weakened dramatically by the Bush government. And the aging of our population has meant a steady increase in the expenditures of the Social Security Administration. Most US working-class persons and many from the middle-classes have no other source of old-age income or medical assistance. We see also that the wreckage of the US economy, looted now for years by its own managers, is causing even large businesses to repudiate various private pension arrangements for their workers. This is a very serious matter. Most US workers put up with working conditions and treatment which would cause rebellion in Western Europe purely in hope of a decent retirement. Personally this writer believes that the rapid growth of police and domestic intelligence agencies, directed against the US population itself (not Arab terrorists) is designed to contain problems which will appear as the bankruptcy of the retirement system becomes apparent.
