This increase in expenditures has been steady and began even before the events of 9/11/2001. By contrast, during President Clinton's eight years in the White House, per capita inflation-adjusted spending dropped by 1%. The data further show that in relation to population there are large variations in all kinds of spending among the 90 different federal judicial districts.
