Was Giuliani in London for terror 'exercises'?

Rudolph Giuliani was in World Trade Center 7 on 9/11 for, as he
testified
before the 9/11 Commission, a FEMA terror 'exercise.' He went on
the support
the official story, earned his bones and was named Knight of the
British
Empire by Her Majesty Queen Elizabeth II.
So, what was he doing in London on 7-7?

questions:

stated again
"it (trip) was for business and that's all the information I can
give out"
abruptly ended call..... The President of Visor confirmed that the
"exercise" involved simultaneous bombings on the London Underground.

A consultancy agency with government and police connections was
running an
exercise for an unnamed company that revolved around the London
Underground
being bombed at the exact same times and locations as happened in
real life
on the morning of July 7th.
On a BBC Radio 5 interview that aired on the evening of the 7th,
the host
interviewed Peter Power, Managing Director of Visor Consultants,
which bills
itself as a 'crisis management' advice company, better known to you
and I as
a PR firm.
Peter Power was a former Scotland Yard official, working at one
time with
the Anti Terrorist Branch.
Power told the host that at the exact same time that the London
bombings
were taking place, his company was running a 1,000 person strong
exercise
which drilled the London Underground being bombed at the exact same
locations, at the exact same times, as happened in real life.
The transcript is as follows.
POWER: At half past nine this morning we were actually running an
exercise
for a company of over a thousand people in London based on
simultaneous
bombs going off precisely at the railway stations where it happened
this
morning, so I still have the hairs on the back of my neck standing
up right
now.
HOST: To get this quite straight, you were running an exercise to
see how
you would cope with this and it happened while you were running the
exercise?
POWER: Precisely, and it was about half past nine this morning, we
planned
this for a company and for obvious reasons I don't want to reveal
their name
but they're listening and they'll know it. And we had a room full
of crisis
managers for the first time they'd met and so within five minutes
we made a
pretty rapid decision that this is the real one and so we went
through the
correct drills of activating crisis management procedures to jump
from slow
time to quick time thinking and so on.

Rudy Giuliani Sees Terror Again

LONDON - Rudolph Giuliani, the former mayor of New York so closely
identified with his city's recovery after the Sept. 11 attacks, was in
London Thursday morning, just yards from Liverpool Street (search)
station,
when the bombs went off.
Mr. Giuliani, who was given an honorary knighthood by the Queen in
recognition of his leadership in 2001, said Thursday's events strongly
recalled the attacks on the World Trade Center (search).
"They are a very eerie reminder of Sept. 11. I was right near
Liverpool
[Street] station when the first bombing took place, so I could hear
the
sirens and then kept hearing reports of different bombings, in
different
parts of the city," he told Sky News television.
Mr. Giuliani was in the City as the Underground system was
evacuated and
roads were closed in a rush of emergency vehicles and evacuations.
A bomb on
a Tube train between nearby Aldgate and Moorgate killed seven
people and
injured dozens.
"As we were walking through and driving through the streets of the
city, it
was remarkable how the people of London responded calmly and
bravely," said
Mr. Giuliani.
The former mayor, who now runs Giuliani Partners (search), a security
consultancy and investment bank, said that New Yorkers would be
full of
sympathy for Londoners caught in today's violence.
"We feel a tremendous empathy with them. I think every New Yorker
would join
me in saying we feel we very much understand what you are going
through," he
said.
"This is a difficult time, but the people of London have responded
in the
exactly right way, with bravery and by moving forward. The emergency
services people appear to have responded as if they have been very,
very
well trained and as if they were expecting attacks, they seem to be
prepared
for it."
"In a strange way a lot of our response to Sept. 11 was modeling
ourselves
as much as we could on the people of London during the Second World
War and
the incredible way they withstood the attacks during the Battle of
Britain."
Mr. Giuliani said the apparently "resolved and determined response"
to the
attacks had undermined this morning's attempt to induce panic in
London
today, although he conceded that cities such as London, New York
and Madrid
would always present targets to extremists intent on killing
civilians.
"All three cities are big, gigantic, open spaces. They have
democracy and
freedom of movement. Just by that very nature the number of targets is
endless."
"No matter how good your policing, and the policing in London is
right at
the very top, one of the very, very best, unfortunately these
people can try
to figure out the places where people aren't concentrating, aren't
looking,"
he said.
If you will recall, hero Giuliani was the only witness booed and
denounced
as a liar at the 9/11 hearings by family members. They allege that
the City
knew the FDNY radios did not work for years before 9/11 and that
Giuliani
had a corrupt financial deal with their manufacturer,

WASHINGTON -- Sept. 11 family members and their supporters again
are urging
a congressional probe of radio problems at Ground Zero and the role
they may
have played in the deaths of 343 New York City firefighters there.
Ever since Assistant Chief Gerard Barbara died in Tower 2, "I have
felt an
obligation to become his voice," said his widow, Joanne, at a
Capitol Hill
briefing yesterday.
Mrs. Barbara, a West Brighton resident, argued it was an open question
whether alleged radio failures were due to negligence and
incompetence on
the part of top Fire Department officials or whether "someone had
something
to gain."
At his command post in Tower 2, her husband had to go looking for an
operable radio after the first one he had failed to function, she
said.
"This was not just a glitch but a waste of needed and precious
time," she
said.
Her husband called her from the scene when he arrived, Mrs. Barbara
said,
and told her he didn't know how many lives could be saved in the
building
and that he wasn't even sure that the firefighters he had just sent
upstairs
could hear his messages.
"When the nation was under attack, firefighters did not turn their
backs on
America," she said. "I urge Congress not to turn its back on the
firefighters."
Battalion Chief Jack Joyce, a 20-year veteran of the department,
said senior
fire officials were aware the radios purchased in early 2001 were
deficient
but "lied about it."
"Is someone being protected?" asked Joyce. "The families of 9/11
have a
right to know."
Congressional hearings on the Sept. 11 radio issue were backed at the
briefing by Reps. Carolyn Maloney (D-Manhattan) and Diane Watson (D-
Calif.).
"Literally hundreds could have been saved if the communications
system had
worked properly," said Ms. Maloney.
"If we can't find a way to give [firefighters] radios that work,
then we
don't deserve to be called public servants," said Ms. Watson.
