In November 2005, the Council of Europe began querying its 46 member states about the purported flights, establishing a three-month deadline for replying. In addition to Spain, the Council of Europe has named 19 other member countries as having given incomplete answers or no reply. Typicallyspanish.com reported that Council of Europe Secretary General Terry Davis said that he feels "let down" by the lack of cooperation. The Council of Europe's questionnaire included an inquiry as to whether any member state's government employees were implicated, either by action or by omission, in the alleged CIA rendition flight stopovers or possible illegal detentions. The question about state employees was not answered by Spain, which according to Davis will be asked to offer additional explanations on its control of foreign intelligence service agents on Spanish territory.
