LONDON (AFX) - A House of Lords committee has called for Prime Minister Tony Blair to be stripped of his power to send Britain to war.

The cross-party [bipartisan] constitution committee said the decision should now be taken via a parliamentary vote instead of the Royal Prerogative, which lets ministers start military action without such approval.

In order to seek approval from MPs, the government should set out the objectives of any deployment, its legal basis, size and likely duration, the committee said.

'In this day and age, the use of the Royal Prerogative to order military action abroad is an anachronism,' said committee chairman Lord Holme.

'It should not form the basis for legitimate war making in a parliamentary democracy in the 21st century.'

Lord Holme earlier told BBC radio there was a 'cross-party consensus that it is time to give Parliament, representing the people, the final say on an issue as vital and serious as the despatch of British soldiers, sailors and airmen to hostile situations'.

'The case is really what is appropriate in a 21st Century democracy, and the fact that under this fig leaf of the Royal Prerogative, we switch from 'King Henry's going to war' to 'King Tony's going to war' really won't do.'

'If we are going to send our troops into dangerous situations where they may either be killed or kill other people, it should have the support of the nation demonstrated behind it,' he said.

Chancellor Gordon Brown has signalled he wants prime ministers to be stripped of the power to send troops to war without a vote, while Conservative leader David Cameron has said such a change is needed to restore trust in politics.
