Our leaders do a vanishing act

Tony Blair's judgment and John Prescott's credibility came under fire for their 
distant roles in the Government's response to the terror plot.

The Prime Minister faced questions over why he went on holiday despite 
briefings from intelligence chiefs that their operation was reaching a critical 
stage. 

His deputy, meanwhile, was the object of derision after Home Secretary John 
Reid seized control of the crisis, sidelining Mr Prescott who is supposed to be 
running the country.

It was Mr Reid who chaired two key meetings of the Cobra committee - convened 
at times of national emergency - late on Wednesday and again at 5am on Thursday.

Mr Prescott did not even attend the meetings and was merely informed about the 
situation. He was branded a "messenger boy" after spending yesterday busying 
himself with calls to the MPs in areas where terror suspects were arrested.

Humiliatingly, Mr Prescott was later seen knocking on the door of No 10 as he 
arrived for further meetings in the afternoon. He did attend a third Cobra 
gathering but Mr Reid was still in the chair.

Number 10 said the anti-terror operation had been undertaken "with the full 
support" of Mr Blair, who is on holiday in the Caribbean. But it was Mr Reid 
who took charge of liaison with intelligence chiefs and the police 
anti-terrorist branch.

Mr Blair, who flew out of Britain on Tuesday, had a comprehensive briefing on 
Monday on the latest MI5 intelligence.

The Daily Mail understands he had received at least two other briefings in 
recent days about the plot, which security services had been monitoring for 
months.

Senior Government sources claimed that the details had "sharpened" and 
"suddenly went operational" after the Premier left the UK. One said: "If he had 
known on Monday night what he knew on Wednesday night he would not have gone 
away."

Asked if Mr Blair might fly home to deal with the crisis, however, a Downing 
Street spokesman said only: "We're keeping it under review."

Downing Street also denied reports that Mr Blair had briefed Mr Bush about the 
plot when he visited Washington two weeks ago. The spokesman said only that Mr 
Blair spoke to the President 'overnight' on Wednesday.

'Mr Blair can obviously stay in touch while he is away but it doesn't look good 
that he decided to go when he did'

But White House sources claimed that the President was kept informed over a 
period of days and U.S. intelligence services were also in the picture.

Security official and MPs last night questioned why the Prime Minister decided 
to leave the UK at such a critical time - and mocked the fact that Mr Prescott 
was not trusted to take charge in his absence.

A senior security source, close to Cobra, said: "If he were here, the Prime 
Minister would have chaired Cobra. It is very odd that he disappeared when he 
did since it was known this was all coming to the crunch."

Both Mr Reid and Mr Prescott's spokesman insisted it was the Home Secretary's 
job to chair the meetings since he is the minister responsible.

Mr Prescott's spokesman added: "John has been in No 10 this morning and this 
afternoon. He was briefed through the night. He was speaking to John Reid over 
the operational decisions made at Cobra. He has been on the phone updating 
cabinet ministers and talking to MPs from the constituencies were concerned."

Only a week ago, when he was preparing to take charge of the nation, allies of 
Mr Prescott said he would chair Cobra meetings while the Prime Minister is 
away. He chaired Whitehall anti-terror meetings last August.

Tory MP Philip Davies questioned why taxpayers should continue to fork out 
?2million a year for Mr Prescott's pay and perks when he appears to lack 
purpose.

He said: "Most people will be absolutely over the moon that John Prescott was 
not in charge. It is completely demeaning, though, that he has been left to be 
a message boy for the Home Secretary. If he had any self-respect at all he 
would call it a day."

He added: "Mr Blair can obviously stay in touch while he is away but it doesn't 
look good that he decided to go when he did. Perhaps it is the first sign that 
he is winding down his time in office. It is bizarre for something as important 
as this to have the Prime Minister away."

Mr Blair was already facing calls to return home and recall Parliament to deal 
with the crisis in the Middle East. Today Labour MPs will issue a formal letter 
calling for MPs to break off their holidays.
