NPR reported that the device was also used in the Gulf War: a cruise
missile delivering a net of thin carbon strands, which shorted-out
the high-voltage transmission facilities without physically damaging
infrastructure.  No mention was made of EMP or other electromagnetic
effects, as implied by your term "electromagnetic bomb". Cheers --Ric
