NEAR THE KOSOVO BORDER, SOME OPPORTUNISTS ARE TRYING TO SELL THE
REFUGEES ONE MORE CHANCE TO ESCAPE THEIR SITUATION.
TEXT: FOR MANY OF THE MORE 18-THOUSAND REFUGEES NOW LIVING AT
STENKOVICS, THE CAMP IS NOT A PLACE WHERE THEY WILL FIND PEACE.
WITH CROWDED LIVING CONDITIONS AND NOTHING TO DO BUT WAIT, MANY
OF THEM ARE DESPERATELY TRYING TO GET ON FLIGHTS TO THIRD
COUNTRIES.
MANY OF THE REFUGEES NOW CLAIM THAT PEOPLE IDENTIFYING THEMSELVES
AS WORKERS FOR THE U-N-H-C-R -- THE U-N REFUGEES ORGANIZATION --
HAVE ASKED THEM FOR MONEY IN RETURN FOR A TICKET ON HUMANITARIAN
EVACUATION FLIGHTS. IT'S A PROBLEM THAT IS CAUSING GREAT CONCERN
WITHIN THE U-N-H-C-R. ITS SPOKESMAN RON REDMOND SAYS THE
ACCUSATIONS ARE ENOUGH TO WARRANT AN INVESTIGATION.

WEARING U-N-H-C-R TEE-SHIRTS AND HATS, TELLING THEM THAT THEY CAN
GUARANTEE THE REFUGEES A FLIGHT OUT OF MACEDONIA. ALTHOUGH THE
U-N-H-C-R SAYS IT HASN'T FOUND EVIDENCE THAT ANY OF IT'S WORKERS
HAVE BEEN APPROACHING PEOPLE FOR BRIBES, MR. REDMOND SAYS THEY DO
HAVE A THEORY.

CONTINUING, AND THE REFUGEES WHO SAY THEY HAVE SOMETIMES PAID UP
TO TWO THOUSAND DOLLARS FOR A SEAT ON A FLIGHT, FIND OUT THAT

Kosovar refugees given contraceptives
WASHINGTON, May 19 (UPI) - The Virginia-based Population Research
Institute is condemning the U.N. Population Fund for trying to
prevent refugee Kosovar women from conceiving and having children.
PRI President Steve Mosher said today in a written statement that
the UNPF is distributing "emergency reproductive health kits, which
are irrelevant and interfere with efforts to meet the real needs of
the Kosovars for food, water, shelter and basic health care."
Corrie Shanahan, a spokeswoman for UNFPA in New York, said, "For
many of the 70,000 pregnant and breast-feeding women among the Kosovo
refugee population quality pre- and post-natal care is a matter of
life and death."
She said: "Other agencies and organizations provide food and
shelter for the refugees. Specialized agencies, like ourselves, focus
on what we do in these emergency situations which is to provide women
and men with the reproductive health care they need and want."
PRI says the U.N. agency has confirmed that tens of thousands of
doses of "morning-after pills" have been distributed in the refugee
camps, not only for victims of rape "but also for non-rape victims as
a form of birth control."
The institute says its own investigation reveals that most of the
rape victims were given the pill 72 hours after they were raped,
making the "abortifacient useless and putting already pregnant women
at great risk of medical complications."
Shanahan said, "To suggest that a woman who has lost her home and
members of her family and then been subjected to rape, and become
pregnant as a result, should be denied access to a product which is
legal and available in her country and in Albania is absurd."
"The morning-after pill which has been available in Europe for
over 20 years is simply an elevated dose of normal birth control
pills," she added. "It prevents a pregnancy from beginning but it can
not interrupt an established pregnancy. Therefore it is not an
abortifacient."
PRI says its also found that although refugees receive only small
rations of bread and eggs, reproductive health supplies are "present
in abundance."
Dr. Gezim Bashka, head of a maternity ward in Kukes, Albania, told
PRI: "Much superfluous material has arrived. Today, a load of birth
control. Explain to them we need other things."
"UNFPA's mandate is to provide quality reproductive health care to
men and women," said Shanahan. "In particular, family planning is
always voluntary in nature."
"It is patronizing to suggest that the Kosovo refugees are not
familiar with methods of family planning and they would not be able
to choose whether to avail of it," she said.
Dr. Enza Ferrara, who works at a refugee camp in Shkodra, told PRI
that when a UNPF official was asked why the organization was handing
out contraceptives, the official said, "There are too many refugees."
