Idaho May 17, 1999 Governor Dirk Kempthorne State House, Boise, Idaho Dear Governor, The Red Chinese and the former Soviets appear to favor a New World order, but not one dominated by the US and British Fascists. Various groups have suggested that the United States and Great Britain could become involved in an escalating NATO ground war in the Balkans [Serbia and Kosovo] as NATO appears to have violated its UN charter. With the growing polarization caused by punitive NATO actions, and the now dangerously exacerbated animosities of both Russia and China, engendered by the bombing of the Chinese embassy in Belgrade, IS PRESIDENT CLINTON LEADING US UNWITTINGLY, OR WITH FULL KNOWLEDGE, INTO A VERY BAD SCENARIO? As you are aware, it is not unlikely that the axes of the Socialistic States of hungry North Korea, the Syrians, the Islamic and Slavic states of the Russian Federation, and the Islamic State of Iran may be thinking of joining with Russia and China in an attack upon the West and to retaliate by staging a series of devastating nuclear first strikes upon American nuclear silos and major cities. [This is a very real possibility when we realize that Clinton has reduced our military forces by 50% in six years]. The intent of such a Communist and Islamic coalition is likely to be the total annihilation of our ability to mount a retaliatory strike, although they are aware that our hardened MX missile bases are alleged to be relatively less vulnerable, more advanced, and much more accurate than anything the Russians and their allies have. Then they would invade a devastated America and take what we have to fill their coffers. Yeltsin is now on trial by the Russian Parliament [Duma] to consider his impeachment. Will he take a cue from Bill Clinton and �wag the dog?� He is said to have at least 3000 ICBMs with multi-megatonnages, that remain operational. Whom will he attack? Will he send Russian troops to Serbia? Will the active involvement of Russia escalate into World War III? If so the use of nuclear weapons against the continental United States is a strong possibility, especially in view of the disordered state of the Russian army. The Chinese have been sending up satellites using a Titan missile, or something equivalent. China has been the recipient of critical classified data enabling the development of US developed precision guided MIRVed nuclear warheads with the status of a major nuclear power by traitors in the federal government. Now the Machiavellian news media tries to tell us they won't be ready to deploy their ICBMs for up to four years. Thousands of patriots know that this is a lie. China has already tested [7 times] the neutron bomb warhead, which is a non destructive weapon that only kills people and does not destroy infrastructure, food, buildings, etc. and does not leave radioactive clouds behind to engender a nuclear winter. Would it be a likely part of the vengeful response to the NATO Allies for bombing the Belgrade Embassy? Is it now deployed? Would it be deemed an effective measure for vengeance against the hated North American? Would it be used to fulfill the massive and murderous depopulation goals of the Globalists? If, indeed, there are Russian, and Chinese troops waiting to invade the US, would such an attack render America helpless, and vulnerable to invasion? Or maybe there are plans to defend America with scalar weaponry. Could scalar "death rays" be the rumored black SDI defense against ballistic missiles? Would a self-indulgent US president, who cares for nothing but his own gratification and his place in history, actually employ it an Asian country? We feel that he would do so at the behest of the One Worlders. New York; St. Louis; Seattle; Rochester; Chicago; Phoenix; Denver, Colorado Springs; Los Angeles, San Diego, California; San Antonio, Texas; and various nuclear installations such as those in Casper; Wyoming, Grand Forks, North Dakota,; Great Falls, Montana; Michigan; Omaha, Nebraska; Kansas, and Maryland have all been mentioned as sites to be destroyed. In a realistic scenario, if a Soviet SS-18 were to be detonated 4000 feet above an American city such as Chicago in a high, fused airburst for the maximum destructive potential and with a throw weight of about 15 megatons, there would be about one second of intense blinding light. Within a circle of about three miles radius from the point of detonation, every building and every living thing would be instantly vaporized. In this area of maximum population density, about 3 million people would be killed-evaporated without a trace. In a wider circle of 10 miles diameter, there would be enormous damage from the blast effect. Buildings would be flattened, people would sustain third degree burns, severed limbs, shattered eardrums, blindness, deep lacerations, multiple fractures, with severe contusions, and fatal head trauma. In a radius of 20 miles, the living would begin to demonstrate the effects of radiation within 48 hours. There would be horrible suffering, and deaths would occur from dehydration with severe nausea, vomiting, and copious bloody diarrhea. A few days later, there would be fatalities from cerebral damage, and finally in about one month, aplastic anemia, leukemia, and various forms of rapidly growing cancer. Deaths from radioactive fallout from great clouds of dust would soon circle the globe, and if there were to be multiple nuclear detonations, nuclear winter would supervene worldwide. Indeed, a massive attack could trigger multiple earthquakes and volcanic eruptions. The electromagnetic pulse [EMP] generated by the nuclear disintegration would burn out all unshielded computers and of course, all electronic computer chips and transistors, including those in civilian aircraft and automobile engines, although military aircraft now are alleged to be fully shielded. Down the road, any survivors would face the likely possibility of mutations and birth defects. Only those in the attacked areas who had sought refuge deep in caverns or mines, or in the previously planned, already built, shielded and fully provisioned and luxurious underground bunker-cities designed for the "elites," would have any chance of survival. KILLER VIRUSES My research indicates that there are a number of new disease viruses that are being developed, or are already developed, as lethal pathogens for biowarfare. These include Ebola virus, Marburg, Rift Valley, Bolivian hemorrhagic fever, Congo-Crimean virus, smallpox, Lhassa fever, enterovirus-17, Venezuelan encephalitis, Sabia, Eastern equine encephalomyelitis, and others. In general, these viruses are very fragile and are quickly killed by sunlight. The ideal killer weapons virus should be sufficiently hardy after a laydown in the air to survive long enough to reach and kill a human host. The naturally occurring Ebola virus would be ideal for this except that it is fragile and is spread only via body fluids. American inspectors of Russian Biological laboratories have recently collected conclusive data to show that Russia has developed a recombinant strain of Ebola that is both relatively hardy and transmissible from one human to another by airborne droplet infection. It can be sprayed into the air by tanker aircraft and even crop dusting airplanes, settling over a 50 mile wide area by using special nozzles that provide a mist of very fine [1-5 micron] droplet size which remains suspended in the air over long periods, and may disseminate widely. Genetic engineering research has been conducted with the nuclear polyhedrosis virus which is an insect virus that dwells in moth larvae. It secrets a protein crystal around itself that provides considerably increased viability, and protects the virus from the effects of sunlight, facilitating laboratory handling. This could markedly enhance weapons capability. It is likely that the Russians have been able to insert genes into this insect virus from smallpox virus, and also possibly from Ebola and other viruses to engineer a new recombinant organism [Chimera] that is highly infective in laboratory animals and the human species. The Russians evidently have shared this organism with other countries such as China, Syria, Iran, Iraq, and possibly even the United States. If so, this man-made virus could be a far more lethal strategic weapon even than nuclear bombs, and under overcast skies and with light winds could be successfully disseminated widely via long range missiles which would be capable of destroying an entire army. The implications for extreme disaster are obvious. KILLER BACTERIA The scientific community that is doing biologic research today are convinced that Russia has also developed a strain of Black Plague bacteria [Yersinia pestis] that is quite hardy and highly resistant to at least 16 antibiotics. It can effectively be laid down over a wide area and could wipe out most of the population of a city the size of New York with one application. There is no known treatment, and inhalation of just a few organisms would be about 99 % lethal. This renders bioengineered plague a far more effective strategic weapon than anthrax or nuclear weaponry. Plague is now probably the ideal bioweapon for use in an ICBM warhead. Anthrax is now considered to be of limited value as a weapon, because of its vulnerability to air and sunlight and the larger innoculum required to kill an infected host. Anthrax is not a useful organism for strategic purposes, but it may remain useful as a tactical weapon for limited area insertions. In the accidental release at Swerdlovsk, the mortality rate was about 80 %. Of course, any area contaminated by anthrax bacilli is rendered uninhabitable for perhaps hundreds of years. The mere cold fact that our omniscient federal government has not built any fallout/nuclear shelters for the public in many years hints at a dark and hideous possibility: They want a great many of us to die! This would appear to be a part of the 1972 "Global 2000" agreement by the Globalist Cabal to reduce the world's pollution by reducing the world population. Governor Kempthorne, many of your constituents are extremely concerned in regard to this possible scenario.
