Yes, this is part of the UNESCO and WHO Healthy Start Programme -currently
being implemented GLOBALLY.
The definitions of Health are extended to 'Healthy Individuals, Healthy
Cities,
Healthy Nations .... and also take in definitions of healthy education ...
eg. Christian education is not considered very healthy .... there are lots
of loose ambiguous terms such as 'suitable people' and 'deviant behaviour',
re-education etc
