Rant of the Week: “Madonna & the CIA Want to Make Me Straight”

Every week we pick the wackiest, scariest, nastiest or funniest rant from the
deluge of letters received by us here at ParaScope headquarters, and present
it to you as our Rant of the Week. This week, we're proud to bring you
excerpts from a 1996 federal civil rights compaint filed by Wayne E. Manzo in
New Jersey against the CIA's Jogn M. Deutch, the rock singer Madonna, and
others. Enjoy.

"Plaintiff's personal life has been controlled by defendants B. Manzo,
Romance, and Jederlinich, with the help of federal government agencies;
violating the plaintiff's right to be left alone. Defts B. Manzo, D. Romance,
M. Romance, K. Jederlinich, And L. Ciccone, conspired with the CIA and U.S.
Army Propulsion Directorate in December of 1987 resulting in the plaintiff
being set-up in a scandal with the U.S. Army Propulsion Directorate, at the
NASA-Lewis Research Center, Cleveland, Ohio; where-upon the federal
government removed all of the plaintiff's civil rights, initiated social and
economic black-balling, and began illegal non-consensual medical
experimentation in an attempt to make him heterosexual.

"Plaintiff was drugged while working as an engineering intern for the U.S.
Army Propulsion Directorate(drugged in March of 1988, after three months of
civilian employment with the Army) resulting in a 60% reduction in mental
activity and extreme emotional distress. U.S. Army employees: Acurio, Weden,
Meitner, Kline, Valco, conspired to give the plaintiff a brain wash/mind
control drug in March of 1988...plaintiff was then harassed, manipulated,
threatened by the Army defts., and then fired from the engineering position
in September of 1988(he was hired in Decemeber of 1989). Plaintiff has been
continously assaulted, psychologically, and physically, and publicly defamed
by the defts and their agents since his termination from the U.S. Army
Propulsion Directorate in 1988. Said threats, physical assaults, and public
defamation, have deterred and/or delayed the plaintiff from obtaining
administrative or legal redress.

"The defts and their agents have continued to utilize illegal/high technology
methhods to incapacitate the plaintiff. In april of 1989 he was poisoned
while emploued at Tappan Automation (Hackensack, NJ) which lasted for
apporoximately one year.

"The defts and their agents have contaminated the plaintiff's clothing and
automobile from April 1989 through November of 1992 while he was residing in
Bergen County, NJ resulting in the burning of the skin on his back and
forearms, testicular pain, intense emotional distress, and mental dullness.
On or about July 28, 1991, defts and their agents conspired to prevent the
plaintiff from petitioning an administrative governmental agency(EEOC)
concerning aggressive retaliatory action taken by the U.S. Army Propulsion
Directorate. Plaintiff's automobile and home were severly contaminated and he
was set-up by the CIA and Brian Manzo one day before he was to mail a
grievance to the EEOC at NASA- Lewis, Cleveland. The plaintiff was illegally
incarcerated and tortured for two weeks, denied counsel and procedural due
process. While incarcerated plaintiff was given clothing which severly burned
his left leg and was told that deft Weden was responsible. Plaintiff
postponed filing the EEOC grievance for one year fearing further retaliation
by the defts and their agents.

"Defendants and their agents conspired to obstruct justice and deny the
plaintiff access to the courts in October of 1992. Plaintiff filed a civil
rights complaint, cv-92-3553 Newark, NJ, against the Army defts; the
complaint was served in October of 1992. Plaintiff was subsequently tortured,
threatened, and chased across the country and set-up/entrapped in Clark
County, Nevada where he was illegally arrested and detained for one year.
Deft. Weden appeared at the Henderson jail shortly after the plaintiff was
arrested and stated that the plaintiff had lied to the Army and that they
were going to murder him in jail. Plaintiff was denied counsel and procedural
due process during the one year political imprisonment(November 10, 1992 -
November 5, 1993). Plaintiff could not prosecute his NJ civil rights
complaint as a result of retaliatory action by the defendants and their
agents. Defendants and their agents conspired to obstruct justice by
preventing the plaintiff from defendening against criminal charges while
incarcerated for one year in the state of Nevada. Plaintiff was denied legal
counsel and access to the courts concerning his arrest...as a result, the
plaintiff was incarcerated for one year, illegally, in Nevada, without bail
an without procedural due process.. the state of Nevada's criminal case
against the plaintiff was subsequently dismissed with prejudice. Plaintiff
alleges that the incarceration was retaliatory and politically based for his
civil rights complaint filed in Newark, NJ against the Army Propulsion
Directorate Defts.

"Defendants and their agents have been utilizing high technology mehtods to
defame the plaintiff by placing him in a false public light; which includes,
but is not limited to, the utilization of people in the entertainment
industry(deft. L. Ciccone) to target the plaintiff and to generate public
hatred against him. The defts. public defamation campaign has been ongoing
since the plaintiff's termination from the U.S. Army Propulsion Directorate.
Defts and their agents have broadcasted/distributed fraudulent information to
the public concerning the plaintiff's integrity and sexual orientation. On or
about April 2, 1989, the deft and their agents tortured and threatened the
plaintiff by burning his skin and testicles, utilizing mind control(and other
high tech. methods), having agents tell him that a contract was taken out on
his life, enlisting the help of the plaintiff's own father, Joseph E.
Manzo(allegedly died in 1992) to manipulate the plaintiff into phoning the
U.S. Army Propulsion Directorate defts and begging for mercy. The Army
subsequently communicated/ broadcasted the phone conversation to the
public...using it as a justification to destroy the plaintiff's life. The
U.S.Army Propulsion Directorate continues to use an altered version of the
phone conversation to defame the plaintiff."

Public Housing Residents Terrorized by Urban Warfare Exercises:
Special Operations troops deploy from black choppers, "seize" public-housing
projects

Disguised as police officers and shrouded by secrecy and the darkness of
night, 100 Army Special Operations troops from Fort Bragg, N.C. descended
recently on two vacant public-housing complexes in Chester, Pennsylvania, on
the outskirts of Philadelphia, for three nights of secretive "urban warfare
maneuvers."

Nearby residents were startled and intimidated by the military assault
exercises, which involved the use of helicopters, thousands of rounds of live
training ammunition, and "breach bombs" designed to blow in doors. Some
residents were notified just a few hours beforehand that a "law-enforcement
training exercise" would take place, but most were not warned.

According to the Philadelphia Inquirer, the first exercise commenced at
McCafferty Village on Wednesday, May 12, followed by exercises on Saturday
and Sunday nights in Lamokin Village. Both complexes have been slated to be
demolished and rebuilt, but both are surrounded by occupied residential
buildings.

"There was a whole lot of noise, like bombs exploding and people shooting off
automatic weapons," said Manuel Cooper, who lives across the street from the
McCafferty complex. "I saw people running in and out of buildings with
pistols in their hands like they were really after somebody."

"I heard a loud noise like an explosion," said Elmire Green, who lives about
two blocks from the staging area. "About three minutes later, there was
another one and the sound of shooting. I was terrified. I was frozen in a
state of confusion; I was so scared I couldn't sleep all night."

State Rep. Thaddeus Kikland, who represents Chester, said that the operation
was "totally wrong. You don't hold Army covert operations in a residential
setting.... What did we get out of this, except for a bunch of frightened
people and a lot of confusion?"

Michael Lundy, executive director of the Chester Housing Authority, told the
Philadelphia Inquirer that Army personnel had informed him in April that the
military was considering a training operation. Lundy reportedly hesitated to
provide tacit approval to the exercises, because he was concerned about the
negative image of armed troops invading a public-housing area. The Army did
not call back. "The first time I heard about it after that was after it had
already happened," Lundy said.

Army Special Operations spokesman Walter Sokalski claimed that Chester was
chosen for the operation partly because of a "high degree of cooperation"
from local officials. "We contacted the mayor, the police, the fire
department and the [Chester Housing Authority] director of technical
services," Sokalski told the Philadelphia Inquirer. "They said, 'We have the
authority to sign the paper' [authorizing the training]. We don't contradict
these folks by going and checking with other people. We had what we thought
were all the correct blocks checked."

According to Lundy, Chester public safety director Joseph Anthony had been
called at the last minute and ordered to assist in the exercises. "He was
given the impression that I knew about the operation and had sanctioned it,"
Lundy told the Inquirer. "That was not the case."

The Chester exercises follow similar exercises recently conducted in areas of
Alabama; Corpus Christ and South Texas; Charlotte, North Carolina; and
Pittsburgh. More than 20 such urban warfare exercises conducted across the
United States since 1994. Most have drawn the ire of local residents, and all
have been conducted in near-total secrecy.

Charlotte evicted the Army after the first night of a three-night planned
exercise in 1998, after the sounds of gunfire, explosions and helicopters
woke citizens from their beds in residential areas. Charlotte Mayor Pat
McCrory wrote a letter of protest to President Clinton, admonishing the
Department of Defense for its handling of the exercises. McCrory wrote that
Army officials had misrepresented the proposed training exercise and had
misled city officials regarding the scope of the operation. (To read the full

Zulene Mayfield, spokesperson for the local residential group Chester
Residents Concerned for Quality Living, was similarly outraged by the Chester
exercises. According to Mayfield, the Chester public housing area has been a
target of environmental racism for years. "This community has been through so
many injustices, but recently we've had the final straw placed upon us," said
Mayfield.

"We are experiencing a living hell," Mayfield said. "We have had trash trucks
run over us, have tons of sewage pumped into the community, have thousands of
tons of trash burned here, have millions of pounds of pollutants dropped on
us, but the latest attack has taken this fight to a total low."

Mayfield questioned Chester Mayor Dominic F. Pileggi at the May 14 Town
Council meeting, asking who had authorized the secretive military exercises.
Pileggi dodged the question and referred Mayfield to the police chief, who
was present in the audience.

"When pressed on the matter, he refused to comment and they promptly ended
the meeting," Mayfield wrote in a public statement posted on the Internet.
"They have since then been taking messages from people who are calling the
mayor's office, having the police commissioner call them back and tell them
that if they have complaints to call our Congressman Brady's office.

Mayor Pileggi did not return reporters' repeated phone calls for comment.

Police Commissioner Wendell N. Butler Jr. told the Inquirer that Army Special
Operations Command officials "gave me their credentials and said they wanted
to use a federal housing site. I didn't get the impression that if I said no,
they couldn't do it." Butler claims he urged the Army representatives to
contact Lundy. "I certainly gave them his name," Butler said. "I thought they
were on the same page."

Attempting to deflect criticism of the Army's failure to provide advance
notification to Chester residents, Sokalski said secrecy was necessary "to
protect what we call our tactics, techniques and procedures. If any future
foreign enemy knows what we do, the things we have learned and trained upon
are of no value."

Offering a blather of incoherent doublespeak to justify the Chester
exercises, Sokalski told the Philadelphia Inquirer, "this training... has
proven itself in numerous operations that the U.S. Army saves lives. This
Army saves lives. We want to thank the communities for being a part of saving
people's lives in the future."

massive marches to demonstrate their outrage over the incident, and a
