STARR PUTS HILLARY ON WITNESS LIST IN HUBBELL TRIAL

FOX NEWS on Wednesday confirmed a DRUDGE REPORT [MARCH 18, 1999] that
prosecutors working for Kenneth Starr are preparing to order Hillary Clinton
to testify in the upcoming trial of her former law partner Webster Hubbell.

The independent counsel's office and defense attorneys have both submitted
witness lists to the court. And Mrs. Clinton is listed as a "prosecution
witness," according to FOX NEWS' David Shuster.

The development means that at the very time Mrs. Clinton is starting her
campaign for a New York Senate Seat, Starr will be attempting to get
information from her under oath about a questionable land deal in Arkansas.

EXCLUSIVE: STARR TEAM PLANNING TO CALL FIRST LADY IN HUBBELL TRIAL

WASHINGTON -- Prosecutors from the Office of the Independent Counsel have
put Hillary Rodham Clinton on their witness list in the coming trial of her
former law partner, Webster Hubbell, the DRUDGE REPORT has learned.

The trial is scheduled to begin sometime in the summer.

"She's on the working witness list," one case insider told the DRUDGE REPORT
in Washington. "[The OIC] is quietly preparing its court case."

Mrs. Clinton is referred to 36 times in the fraud indictment filed against
Hubbell.

The raw spectacle of calling the First Lady of the United States as a
witness in a public trial would not come without risk for Starr prosecutors.

"The move could backfire and could quickly turn into a public relations
disaster... if it turns out that Mrs. Clinton has nothing more to offer,"
said a source directly involved in case planning.

"She has not been very helpful solving the Castle Grande riddle before the
grand jury."


One option actively being discussed inside of Starr's office, the DRUDGE
REPORT has learned, is to call Mrs. Clinton for fresh videotaped testimony.

"Instead of dragging her into public court, she may be given the option of
appearing as a witness on tape, much like the president did in the original
Whitewater trial in Little Rock," said the case insider.

It is not clear if Mrs. Clinton has been notified that her name is on an
active witness list for the Hubbell trial.

The insider cautioned that Ken Starr himself has not yet "completely
signed-off" on calling Mrs. Clinton, but prosecutors chosen to argue the
case in court have become convinced that she is a key witness and she will
be subpoenaed to appear.
