I believe that if communities wait for governments to get their
acts together this isn't going to happen very gracefully. There
is an old common law principle associated with juries called a
visionage (sp). I believe it means all the neighbors you can see
from within a few steps of your house. I think this boundary should
be applied to planning for and implementing self government and
self reliance at the community level. Larger groups become
unrepresentative and majoritarian. Smaller groups lack critical
resources. I tend to view rural urban mixes as better models
than states or nation states. Jane Jacobs, in her books Death
and Life of Great American Cities and Cities and the Wealth of
Nations put forth a better model with which to think about
society and organize it. I know this will be viewed by most
as preposterous and may be an unrealistic approach but dammit
the other options are infinitely worse.
