Taliban refuses to extradite or expel Bin Laden from Afghanistan

Afghanistan's fundamentalist Taliban movement will neither expel suspected
terrorist Osama Bin Laden from Afghanistan nor hand him over to the United
States, its spokesman was quoted as saying Thursday.

But Maulvi Wakil Muttawakil told the Arabic daily Ash Sharq Al-Awsat that
Bin Laden, who is in hiding in Afghanistan, is under strict surveillance by
Taliban intelligence "to be sure that he is not carrying out illegal acts."


"We will not initiate his extradition to any party and will not force him
to leave Afghanistan," Muttawakil said in an interview while on a visit to
the United Arab Emirates.

Washington has asked the Taliban to hand over or at least expel bin Laden
so that he can stand trial for his alleged role in last August's U.S.
embassy bombings in East Africa.

The Clinton Administration has imposed sanctions on the Taliban for
harboring bin Laden. The embassy bombings in Kenya and Tanzania killed 224
people, including 12 Americans.

Washington has also put bin Laden, a Saudi exile, on the FBI's 10 Most
Wanted List and offered a $5 million reward for information leading to his
arrest.

Muttawkil indicated that the Taliban government has withdrawn its earlier
offer to investigate bin Laden if Washington provides enough evidence
against him.

"We gave them the chance, but by offering the reward they closed that
door," he said
The Taliban religious army rules roughly 90 percent of Afghanistan and the
opposition, comprised of ethnic and religious minorities, controls the
remaining 10 percent. The two sides are fighting on several fronts in
northern Afghanistan.

Last year, the Taliban Supreme Court conducted an inquiry against bin Laden
and cleared him of all the charges because the United States did not
provide proof of his involvement in the African bombings.
