"We are woefully unprepared, and we would like to see something done before some incident occurs," said Sen. Arlen Specter, the commission's vice chairman. Specter, R-Pa., said he would introduce legislation Thursday to tighten export controls on items that might be used to manufacture heavily destructive weaponry and wants to have all worldwide transactions recorded electronically. The main proposals of the 12-member panel, headed by former CIA Director John Deutch and including a wide range of government and private nonproliferation experts, were disclosed in interviews last week. The commission on Wednesday released 265 pages of report and documentation that spells out fears of potential doomsday weaponry. The material also details a plan to give the vice president the lead role in preventing and dealing with the threat of weapons of mass destruction, which the commission says has increased markedly in recent years. "We believe the country needs to be better protected," Deutch said. The commission concludes that the top levels of government are "not effectively organized to combat proliferation" and recommends the president appoint a "national director to combat proliferation." The director would coordinate diplomatic steps to stop the spread of nuclear, chemical and biological weapons. The director also would oversee a special government panel, made up of assistant secretaries from various agencies, that would seek to prevent the targeting of Americans and to respond to any catastrophic attack at home or abroad. Deutch said placing the government's nonproliferation efforts under a single budget and director would help in preparing to deal with "a calamitous eventuality." One commission member, former Democratic Sen. James Exon of Nebraska, dissenting from the report's main recommendation, urged greater Cabinet-level involvement and a nonproliferation director who would report directly to the president. "What has been crafted, in may opinion, is another lower-level 'working group,"' Exon said. He agreed with the extent of the threat and proposed an even more aggressive response. The proposal already has received a cool response at the Pentagon. Deputy Defense Secretary John Hamre said last week that the existing lines of authority are sufficiently clear and do not require the appointment of a special coordinator.
