>From what I have read and heard, the ones victimizing the elderly and
vulnerable in our society are the law enforcement groups.  The travesty of
the Donald Scott case in California alone should have been enought to have
put the brakes on this disgusting business.  Even in third world countries,
the police cannot simply relieve citizens of their cash, but here in this
supposedly "free" country, all they have to do is walk up and take it away.
You have no recourse at all.    I'm sure that Donald Scott would have been
surprised to have been a casualty of the supposed war on drugs, since the
only drug he was known to have used was alcohol.  It was unfortunate,
however, that he (a millionaire) owned land for which the local sheriff's
department had received a good offer from a real estate developer.   The
practice actually going on here is something called "tax farming."   It is to
Henry Hyde's credit that he finds this in disharmony with the principles of
Democracy.  It is telling indeed that our law enforcement agencies think it's
just wonderful.  It's not a matter of drugs with them.  It's a matter of
getting their hands on a lot of money that is not easily accounted.  It's
like giving everyone connected with law enforcement a bottomless cookie jar.
