Beijing stakes out territory while Clinton commits treason


No. 127, 26 July - 1 Aug. 1999

Beijing's angry response to Lee Teng-hui's declaration of
independence for Taiwan was as predictable as Clinton's support
for Beijing's bully-boy tactics. Think about it: The world's most
powerful democracy and the only country in history to be
literally born out of a set of principles based on the universal
and inalienable rights of every human being kow towed to Beijing,
the world's most powerful dictatorship. A country born out of
liberty and the right of self-determination sides with glorified
warlords against a democratic people who only demand for
themselves what Americans rightly consider to be God-given
rights. This is a gross betrayal of the fundamental beliefs upon
which the American Republic rests and that is why Clinton is once
again guilty of treason.

Please, do not get me wrong. I am not suggesting that the
American government should commit troops to the defence of Taiwan
� that is for Americans to decide � only that no American
president should side with tyranny against liberty, which is what
Clinton is doing. I will go even further and state that no
American government has the moral authority to deny any democracy
the right to defend itself by purchasing weapons from American
arms manufacturers. The right to defend one's liberty does not
lapse at some American port let alone some Beijing-sponsored
Clinton fund-raiser.

In a show of shameless political obeisance that is even
remarkable for Clinton, he publicly admitted that he had
personally told Jiang Zemin on the phone that he opposed Taiwan's
move to secure its liberty and was urging it to toe Beijing's
line. As if to demonstrate his loyalty he went so far as to even
publicly humiliate Lee Teng-hui, Taiwan's President. Sources have
strongly intimated that Clinton promised Jiang that despite the
1979 Taiwan Relations Act which would allow the island the
necessary assistance to defend itself he would do whatever was
possible to circumvent the Act, and that he would make Lee
Teng-hui aware of this fact. In addition, it is believed that
certain Taipei officials have complained bitterly about the role
that Kenneth Lieberthal, the National Security Council's chief
China specialist, played in the affair. Lieberthal's pro-Beijing
sympathies are so strong that Taipei officials consider him to be
nothing but Beijing's catspaw.

It was this behind the scenes pressure (or should I say
treachery?) that 'persuaded' Lee Teng-hui to backpedal on
Taiwan's right to independence. (No wonder Jiang reckons he got a
bargain.) Compare Clinton's cowardly surrender to Jiang with
Eisenhower's resolve when Mao threatened Taiwan (or Formosa as it
was then known) in the mid-1950s and it will give you some idea
of the extent to which moral courage has collapsed in the White
House. In those days the world knew America would stand by its
allies. Not under Clinton.

No one should be surprised by Clinton's betrayal of a staunch
American ally. On his Beijing visit, little more than a year ago,
Clinton, at the prompting of Jiang Zemin, publicly announced that
20 million Taiwanese had no right to independence, meaning their
liberty. As one Taiwanese official ruefully said: "We should have
offered Clinton a bigger bribe than Beijing." (Readers will
probably still be shocked to learn that there is probably not a
single Asian government that does not believe Clinton sold the
Oval Office to China).

Americans should not make the mistake of thinking that the Taiwan
incident is irrelevant to their security � quite the opposite. I
have stressed several times that Clinton's actions have only
served to strengthen the aggressive hand of China's nationalists
while weakening the influence of reform-minded forces within the
regime. Make no mistake: China sees itself as a Pacific power and
the US as its only real long-term military rival in the region.
Therefore it intends to eventually purge the region east of
Hawaii of any US military presence. This would virtually
eliminate the US as a Pacific power, basically confining its
military influence to its western seaboard. By convincing Asian
countries that China has no territorial ambitions and that
America is an unreliable � if not treacherous1 � ally Beijing
hopes to wean these nations away from America and thus fatally
weaken its political and military influence in the region.

Taiwan could turn out to be a watershed in this strategy by
demonstrating to Asian countries that an American president is
perfectly prepared to sacrifice an ally to serve his own
political ambitions. Moreover, by publicly undermining American
commitments to Taiwan Clinton might have encouraged the PLA's
more reckless generals to propose a blockade of the island if not
an actual assault. The more Beijing's aggressive nationalists
perceive the US to lack the necessary moral resolve to act the
more they will be tempted into a military action.

The burden of having Clinton as president is surely getting
heavier by the day.

1Thailand is still smarting from Clinton's insult. The Clinton
administration assured the Thai government that it would support
the appointment of the Thai Deputy Prime Minister Supachai
Panitchpakdi to the director-generalship of the World Trade
Organisation. It broke that promise in order to support Mike
Moore, former prime minister of New Zealand, the country that
abandoned the Western alliance even as Thailand stood shoulder to
shoulder with Washington.
