COMMERCE DEPT. EMAIL FORCED FROM CLINTON ADMINISTRATION BY COURT ACTION SMITH V. COMMERCE 398CV716 TO: Alain DeSarran@USFCSHqOIOEAP@DoC Cc: Dolores F Harrod@USFCSHqOIODAS@DoC Alan Turley@USFCSBeijing@DoC BCC: From: Robert Bannerman@USFCSBeijing@DoC Subject: Testimony Date: Friday, December 19, 1997 12:27:32 CST Attach: Certify: N Forwarded by: Alain: I am not aware of Alan Turley's original correspondence regarding the testimony on the PLA affiliated firms, but we did do a check this morning to confirm the following: PLA affiliation is not indicated in the databases (Kompass, China on Disc, China Business Directory, Imperial Guide). We get this information from other sources (i.e., contacts, namecards, reports and general industry information). For example, one of the largest PLA affiliated firms is NORINCO. Nothing in these databases indicated its affiliation. We do not maintain a formal FCS all-encompassing computer database of Chinese companies. Rather, we rely on the sources listed above. However, understanding the relationships of companies in China is important and we attempt to identify parent companies and ministries for non-PLA companies just the same. I suggest you modify your testimony accordingly. We also are gathering information that you may find useful regarding a company that manufacturers stun-guns which requested our assistance in exporting to China. We discovered this company was not only selling to the PLA, but that the products were prohibited by US export control laws. Mark Bayuk of our office worked with BXA to stop this sale. Please let us know if you think this information would be helpful. Regards, Bob
