The American Land Sovereignty Protection Act
Although the United States no longer belongs to UNESCO and the U.S. Senate
has never ratified the Biodiversity Treaty, the Clinton Administration has
put United Nations markers in our National Parks and Monuments without
Congressional approval. As a result, over 68 percent of the land in our
National Parks, Preserves, and Monuments are designated as a United Nations
World Heritage Site, Biosphere Reserve, or both.

American Land Should Be Controlled By Americans
The American Land Sovereignty Protection Act would require congressional
oversight of United Nations land designations within the borders of the
United States. In other words, the Act would bar United Nations designation
of any land on American soil as either United Nations "World Heritage Sites"
or "Biosphere Reserves" without American public input and congressional
approval.

AMERICA'S HERITAGE SOLD DOWN THE RIVER
ANOTHER FEDERAL LAND GRAB
This proposal bears similarities to the action which the President took
last year in what many are calling the Utah land grab. Mr. Clinton invoked
the 1906 Antiquities Act to declare nearly two million acres of Utah land to
be a National Monument. This massive land confiscation came not as the
result of legislation, but simply by Executive Order. The land includes
hundreds of thousands of acres of private land and 200,000 acres of State
Trust land. Louise Liston, chairwoman of the Garfield County Commissioners
said, "there's tens of billions of tons of that high quality coal in that
monument. In fact, there's trillions of cubic feet of natural gas, and as
many as three million tons of zirconium and titanium - a strategic metal
that is used by the Department of Defense. And there's billions of barrels
of oil. In fact, our state geologist has said that's probably the nation's
greatest untapped resources in that area that the monument now sits on."
Not only did the state of Utah not have the opportunity for comment or
input on this designation, but the state was not even notified of it until
the morning of the President's announcement.

Yellowstone and other national parks have been designated as United Nations
"World Heritage Sites" and "Biosphere Reserves." Rep. Don Young was angry
that congress has been left out of the loop. His solution, the "American
Land
Sovereignty Act," designed to outlaw the international designations without
Congresses authorization, was debated in the House Sept. 26th '96. You would
think such a bill would be sure to get unanimous support, Think Again! --
