Judicial Watch Opens Office in
California

LOS ANGELES -- Judicial Watch, the conservative
Washington organization that has filed more than
40 lawsuits against the Clinton administration and
others, seeking evidence of alleged corruption, has
opened its first satellite office in the nation in a suburb
of Los Angeles.
Leaders of the group say they will use the location, in
San Marino, Calif., to handle its litigation stemming
from what they broadly call Chinagate, the involvement
of foreign money in the 1996 presidential campaign.
Opening the office made sense, they said, because many
of the figures involved in the litigation live in Southern
California.
Judicial Watch said it also intended to begin
monitoring, on a state level, the performance of judges
and judicial "activism," a term usually used to describe
liberal judges who apply the law in unusual ways.
"We'll try to monitor and provide a balanced report on
what is really going on in the courtroom," said Mike
Pendleton, Judicial Watch's lawyer here.
The organization's leaders say they have no political
agenda and are only trying to root out corruption and
encourage judges to take a restrained approach to the
law.
But Democrats in California see the group as a
Republican front. According to financial statements
filed by Judicial Watch, the organization received
$800,000 in grants last year from foundations
controlled by Richard Mellon Scaife, the conservative
millionaire and Clinton critic. In Washington, the group
has filed dozens of lawsuits seeking information on
subjects that include the propriety of the release of FBI
files and the selection of Democratic contributors to
participate in overseas trade missions.
News of Judicial Watch's arrival in California has
unsettled some in Democratic legal and political
circles. Adam Schiff, a Democrat who is the chairman
of the state Senate judiciary committee and who
recently held hearings on judicial independence from
other branches of government, has expressed concern
about how judges may be affected by Judicial Watch's
attention.
Schiff's spokesman, Paul Hubler, said "Judges shouldn't
have to be looking over their shoulder when they make
legal decisions."
Before he was hired to run Judicial Watch's western
office, Pendleton monitored judicial nominations and
appointments for the Free Congress Foundation, a
conservative group that favors a culture based on
Judeo-Christian values.
Larry Klayman, one of the Judicial Watch founders,
said the organization opened the California office
because a large number of its supporters are in the state
and because California is at the forefront of
governmental and legal issues. "It's an important state
when it comes to issues of judicial activism and
conduct," Klayman said.
