..."Shannons idea is that the soviets would be more
rational about it. They wouldn't go for maximum hurt, which
would basically be a revenge firing. Remember, at this
stage we will have destroyed their weapons, except for those
few warheads, so its all over and they know it. The U.S.
has won. The U.S. will dictate peace terms. The U.S. will
dominate the postwar world. What could they possibly do to
help themselves with those last few warheads? Shannon says
they'd attempt to improve the post war political environment
by hitting only conservative cities. They'd leave the
Northeast corridor alone. Bos-Wash would be untouched.
They'd hit SanDiego, and maybe part of Orange County:
San-San would become SanLA, Chi-Pitts might even get off.
They'd basically hit the south, some midwest, some mountain
states. That means San Diego, Phoenix, Dallas, Houston, New
Orleans, Kansas City, St Louis, Omaha, a few others. The
idea being being that a nuclear war would end up turning the
U.S. from a conservative country into a liberal country. A
liberal country would be easier on the Russians in the
postwar world than a conservative country would be."
The President looked resentful. "Thats the goddamndest
thing I ever heard of." He was almost stuttering. "I mean,
thats fiendish. Do you think they'd really attempt to
change the political character of the nation?"..."I mean,
TWO warheads on both Houston and Dallas and nothing on New
York? Thats outrageous."
