The U.S. Bureau of Alcohol, Tobacco and Firearms has filed charges and an arrest warrant in U.S. District Court in Albuquerque for a 50-year-old Canadian man who "solicited an American citizen to bomb and disrupt various energy systems in the United States and Canada," said ATF spokesman Bill Kinsella. ATF authorities started the extradition process Thursday so Alfred Heinz Reumayr can face federal explosives-violation charges in Albuquerque. Although all documents in the case have been sealed, Kinsella said today there was a New Mexico connection to the bizarre plan. "There was an element of this that occurred within that judicial district," he said. Kinsella called the plot "an act for financial gain," not a terrorist plan. Y2K is a computer-dating glitch in which computers have been programmed for decades to handle only two digits to represent a year in this century. It has the potential to create computer chaos if affected software is not fixed before Jan. 1, 2000. Utility companies have been a central concern because of their use of computer technology to control generation and distribution of electricity. Experts have warned that Y2K-afflicted utilities could fail, causing power outages. Most utility companies say they have or will correct their Y2K problems by the end of the year, though some outages still may occur. Reumayr was arrested this week in Canada on charges of unlawful possession of explosives for criminal purposes. He was scheduled to make his first court appearance in Vancouver today before a British Columbia Provincial Court judge. The arrest caps off an 18-month investigation by Royal Canadian Mounted Police and ATF agents. Authorities have not revealed where Reumayr's targets were located. Kinsella said information about the case has been scant because investigators are concerned about the potential for copycat crimes. Kinsella said that Reumayr was never able to build any explosive devices, and the public was never in any danger. A Canadian newspaper reported today that Reumayr is a resident of New Westminster, British Columbia, and was working as a mechanical engineer in a steam plant.
