-Caveat Lector- A few years ago the Georgia legislature in a fit of self righteousness voted in a law requiring all candidates for state office to be tested for drugs. A friend of mine, Walker Chandler, was running for Lt. Governor at the time and objected to the law. He took the test, but filed a law suit (he's a lawyer) in Federal Court. It took several years, but he eventually won at the Supreme Court. I think the vote was almost unanimous. So, I don't think that your suggestion would pass Constitutional muster.
