Dutch used septic tanks residue in animal feed

THE HAGUE, Aug 21 (AFP) - Residue from septic tanks were used in the
making of animal feeds in the Netherlands until recently, the health
ministry revealed Saturday.

Health Minister Else Borst has decided as a precautionary measure to ban
such practices following the revelation and condemnation of similar
practices in France, the ministry said.

But it said the refuse used in making the feeds had not presented any
health hazard because they had been heated for at least 20 minutes at a
temperature of 133 degrees Celsius (207 Fahrenheit) and submitted to a
pressure of three bars.

"All germs were thus killed," a spokesman said.

A special enquiry following the French disclosures had revealed that
remains of excrement had also been used in animal foodstuffs in the
Netherlands.

Borst and her colleague agriculture state secretary Geesje Faber are
expected to provide further information to Parliament in the next few
days.

Earlier this month, the European Commission in Brussels urgently asked
France for clarification of reports that toilet sewage was being used in
French factories making pig and poultry feed.

EU agriculture director-general Guy Legras referred to what he called
alarming information in the German media and in France concerning
alleged "grave anomalies" in French knackers' yards producing meat meal.

France replied saying malfunctions found at the end of 1998 and
beginning of 1999 had ceased, and "checks have allowed the situation to
be remedied."

The French practice had been revealed by the German television channel
ARD, which claimed that several French plants had for some years
included sewage in meal they produced for pigs and poultry.

The TV programme Monitor said at least five plants in the centre of
France and in the western province of Brittany were involved. It gave as
its source an internal DGCCRF report.

The sewage, mainly from toilet excrement, could present serious health
hazards via the food chain, Monitor said.

A German expert with the department for environmental medicine at
university clinic in Freiburg in southwest Germany was quoted in the TV
program as saying such detritus could damage all organic systems
including the brain, heart, muscles and nerves.

The sewage could contain heavy metals, dioxin or resistant bacteria,
according to the expert, Franz Daschner.
