The 9,500 pound HS-601 Orion satellite was placed into an incorrect orbit by a malfunction in the Boeing/Douglas Delta III rocket. The proposed rescue would have NASA Shuttle astronauts catch the $150 million wayward satellite by hand, and re-attach a new rocket booster to kick it into a correct orbit for use. NASA and Hughes are locked in negotiations on the price structure for a Shuttle rescue but the proposed mission has also encountered political and technical opposition. A MIT study of previous NASA satellite rescues determined that the agency lost money and that such missions were very risky for both the Shuttle and the astronauts. NASA Shuttle rescues have resulted in repaired satellites being reused, including a Loral Intelsat that was later re-launched back into space by a Chinese Long March booster. MIT, however, concluded that NASA should not engage in such missions unless the satellite was considered to be a valuable national security asset. While it is clear that the commercial Orion does not qualify as a national security asset in space, Hughes officials noted that the satellite was intended to generate over a billion dollars in income. LORAL PAYS CHINESE ARMY FOR SATELLITE TIME LORAL has spent the $265 million insurance pay-off for the failed satellite. The Orion satellite was purchased by Loral to be stationed over Borneo in the Pacific for a new, high speed, internet connection between Asia and the United States. Loral was forced by the launch failure to lease satellite time for $300 million from APT Satellite Company in Hong Kong, a venture backed by the Chinese Army unit COSTIND. APT stock soared on the news of the Loral contract. No word from the Chinese Army. CLINTON SAYS NO TO LORAL The U.S. Dept. of State has again denied LORAL's request to export the CHINASAT 8 satellite. Loral's license to export the Chinasat 8 was revoked last December following allegations that Loral and Hughes had transferred military space technology directly to the Chinese Army. State Dept. spokesman James Rubin said, "The past behavior of the exporting company in general is highly relevant." Industry officials are speculating that the denial is a warning shot from the Clinton White House aimed at Loral. Loral officials are reported to be co-operating with FBI investigators in the CHINA-GATE scandal. One allegation making waves is that Loral officials have pointed the finger at Bill Clinton, stating that he offered waivers for satellite exports to the Chinese Army.
